On February 17, Party Central Committee member, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to reports and give opinions on the draft Decree on management of endangered, precious and rare forest plants and animals and the implementation of the Convention on international trade in endangered and endangered wildlife and plants (CITES).
At the meeting, the Deputy Prime Minister requested to change the thinking of drafting the Decree, taking goals and results as a measure.
The Decree must fully and comprehensively regulate, not leave legal gaps or overlaps or overlaps; promote administrative procedure reform, decentralization to localities; increase the application of digital transformation...
The regulations must be highly effective in practice, including administrative, economic, and even criminal measures to thoroughly resolve the exploitation, trade, and use of rare, endangered, and endangered wild animals and plants.

The Decree needs to have a chapter regulating solutions to change people's awareness and society, strengthen propaganda and education right in schools for the exploitation, trading and use of rare, endangered and endangered wild animals and plants; at the same time, implement a post-inspection mechanism, "detect violations at any time, handle them immediately".
"The Decree must reduce both the supply and demand for consumption and use of rare, endangered and endangered wild animals and plants, and move towards controlling, managing and stopping this situation," said the Deputy Prime Minister.
Government leaders note that the protection and conservation of rare, endangered and endangered wildlife needs to be associated with sustainable exploitation, promoting the potential and economic value of biodiversity and creating livelihoods for local people.
Regarding the investigation, research and assessment of biodiversity resources, the Deputy Prime Minister proposed to clearly define the agency responsible for publishing data, building maps, and monitoring changes in biodiversity resources of Vietnam.
