On March 12, according to the Ministry of National Defense's Electronic Information Portal, the Ministry of National Defense has just responded to voters in Quang Ninh province's petition about the loss of documents for veterans in the period of 1986-1988 to enjoy the regime according to Decision 62/2011/QD-TTg.
Accordingly, voters in Quang Ninh province recommended that many veterans participating in the war from 1986 to 1988 have not yet received the regime, due to lost documents and many other reasons.
Voters recommend that the Ministry of National Defense review regulations and practical subjects to report to the Government on solutions and instructions for these subjects to enjoy the regime and policies.
Previously, the Ministry of National Defense also received a petition from voters in Nam Dinh province on resolving the regime for veterans who have lost their original documents. Voters suggested that it be considered to have a suitable mechanism to help remove difficulties in implementing procedures to resolve policies for those who are missing and do not have documents to verify according to current regulations.

Responding to these recommendations, the Ministry of National Defense said that Decision No. 62/2011/QD-TTg dated November 9, 2011 of the Prime Minister and documents guiding the implementation of regimes and policies for subjects participating in the war to protect the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975 to be demobilized, discharged, or quit their jobs, the dossier to resolve the regimes and policies for subjects has been simplified in administrative procedures, ensuring strictness and convenience for the subjects.
The records and procedures for beneficiaries of one-time allowances who are no longer documented are very strict, convenient and suitable for reality; the subject or relatives of the subject (for the deceased) only need to make 1 declaration according to the form, submit to the Village Head (Head of the Residential Group) where they registered their permanent residence, then receive a notice of the results of handling administrative procedures at the People's Committee at the commune level, not necessarily having original documents.
In cases where there are no more documents, the Party Committee, the government and the Commune-level Policy Council will consider and determine the subjects and the time to calculate the regime on the basis of implementing democracy, publicizing and expanding the members to attend the review meeting of the Commune-level Policy Council.
For the monthly subsidy regime, the subject must have original documents or be considered original documents or related documents that meet the requirements to prove that the subject is correct, eligible for the regime and working time according to regulations.
For cases where the records do not have enough factors, the basis for considering the regime, Steering Committee 24 - Ministry of National Defense has agreed to direct competent agencies to coordinate with relevant units and localities to inspect, verify, and conclude each case in writing from the grassroots level to the military region level about the subject's working time in the Army.
If eligible, complete the review and settlement documents according to regulations; in case of having inspected and verified but not eligible for the regime, units and localities must have a written response.
