The Department of Salary and Social Insurance, Ministry of Home Affairs has responded to readers on the Electronic Information Portal.
Document No. 16/CV-BCD clearly states the implementation of the allowance regime for cadres, civil servants, public employees and workers after the arrangement of administrative units and local government organizations at 2 levels from July 1, 2025.
Part-time workers at the commune, village and residential group level are beneficiaries of allowances according to the regulations of the Provincial People's Council, and are not subject to salary according to the provisions of law.
The Department of Local Government is an agency with the function of advising and developing policies for part-time workers at the commune, village and residential group levels.
Therefore, the Department of Salary and Social Insurance requested the Ministry's Office to forward her petition to the Department of Local Government to report to the Ministry's leaders for consideration and response according to their functions.
Regarding the above content, the Ministry of Home Affairs has recently issued instructions on implementing content related to part-time workers at the commune level.
The Ministry of Home Affairs said that in Clause 2, Article 5 of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government on staff streamlining, stipulating the current monthly allowance for part-time workers at the commune level, in villages and residential groups as the allowance of the month immediately preceding retirement, with the central budget allocating the allowance fund to pay.
Pursuant to Clause 1, Article 34 of Decree No. 33/2023/ND-CP regulating the central budget to implement the allowance fund for part-time workers at the commune level, in villages and residential groups who are entitled to the allowance regime to calculate the allowance for streamlining the payroll for these subjects according to regulations.
According to Clause 1, Article 34 of Decree No. 33/2023/ND-CP, type I commune-level administrative units are allocated an allowance fund equal to 21 times the basic salary.
Type II commune-level administrative units are allocated an allowance fund equal to 18 times the basic salary.
Typed III commune-level administrative units are allocated an allowance fund equal to 15 times the basic salary.
For commune-level administrative units with an additional number of non-professional workers at the commune level as prescribed in Clause 2, Article 33 of this Decree, the total allowance fund contract is calculated to be increased corresponding to 1.5 times the basic salary/ additional non-professional worker.
