Chairman of Hanoi People's Committee Tran Sy Thanh has just signed and issued Decision No. 4651/QD-UBND on authorizing Commune and Ward People's Committees to adjust the public investment plan for 2025, adjust the 5-year medium-term public investment plan for 2021-2025 under the authority of the City People's Committee when implementing local government at 2 levels.
Hanoi City allows adjustment of the 5-year medium-term public investment plan for 2021-2025, the 2025 public investment plan for district-level projects using 100% of district-level budget capital before implementing 2-level local government, now a city-level project in case it does not change the total 5-year medium-term public investment capital plan for 2021-2025 and 2025 of the city.
Adjust the 5-year medium-term public investment plan 2021-2025, the 2025 public investment plan for projects using district-level budgets to supplement commune-level targets before implementing 2-level local government, now the project using the city-level budget to support commune-level targets in case the total of the 5-year medium-term public investment capital plan 2021-2025 and 2025 of the city is not changed.
The People's Committees of communes and wards are authorized to be responsible before the law and the City People's Committee for the above content. During the implementation process, it is necessary to comply with regulations on public investment, budget and relevant guiding circulars; send a report on adjusting the internal capital plan to the City People's Committee, the Department of Finance, and the State Treasury of Region I.
The Hanoi Department of Finance will be responsible to the City People's Committee for the authorization plan and the organization of appropriate and legal authorization implementation; provide professional and technical guidance to the People's Committees of authorized communes and wards.
At the same time, strengthen monitoring, inspection, and supervision of the implementation process, ensuring compliance with principles, goals, and capital use efficiency; synthesize the results of internal plan adjustment of the People's Committees of communes and wards, report to the City People's Committee periodically every month (incorporated in the report on the implementation of the 2025 public investment plan) and suddenly when there are difficulties and problems to propose timely handling; advise on direction and management to ensure the goals, orientations, and capital allocation structure according to the industry, field, and program in the city's medium-term and annual public investment plan according to regulations.
Since the beginning of 2025, the Government and the Prime Minister have issued many documents directing ministries, central and local agencies to resolutely allocate and disburse public investment capital in 2025.
The disbursement results by the end of August 2025 are estimated at 46.3% of the plan assigned by the Prime Minister, higher than the same period in 2024 (40.4%); of which 9 ministries, central agencies and 22 localities have a disbursement rate above the national average; 29 ministries, central agencies and 12 localities have a disbursement rate below the national average.
The disbursement of public investment is both urgent and has strategic significance and is a key task to promote growth, stabilize the macro economy, ensure major balances of the economy, create jobs, income and livelihoods for people.
To achieve the goal of disbursing public investment capital in 2025 to reach 100% of the plan assigned by the Prime Minister, on September 11, 2025, Prime Minister Pham Minh Chinh signed Official Dispatch No. 162/CD-TTg requesting ministries, branches and localities to focus on promoting the disbursement of public investment capital in 2025.
