Details of allowances for part-time workers when streamlining the payroll

The current monthly allowance for part-time workers at the commune level, in villages and residential groups is the allowance of the month immediately preceding the leave.

The Ministry of Home Affairs has responded to the opinion of the Department of Home Affairs of Tay Ninh province on guiding the implementation of content related to part-time workers at the commune level.

The Ministry of Home Affairs said that in Clause 2, Article 5 of Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government on staff streamlining, stipulating the current monthly allowance for part-time workers at the commune level, in villages and residential groups as the allowance of the month immediately preceding retirement, with the central budget allocating the allowance fund to pay.

Accordingly, the Ministry proposed that the Department of Home Affairs of Tay Ninh province, based on Clause 1, Article 34 of Decree No. 33/2023/ND-CP regulating the central budget, implement an allowance fund contracted for part-time workers at the commune level, in villages and residential groups to enjoy allowances to calculate allowances for staff reduction allowances for these subjects according to regulations.

According to Clause 1, Article 34 of Decree No. 33/2023/ND-CP, type I commune-level administrative units are allocated an allowance fund equal to 21 times the basic salary.

Type II commune-level administrative units are allocated an allowance fund equal to 18 times the basic salary.

Typed III commune-level administrative units are allocated an allowance fund equal to 15 times the basic salary.

For commune-level administrative units with an additional number of non-professional workers at the commune level as prescribed in Clause 2, Article 33 of this Decree, the total allowance fund contract is calculated to be increased corresponding to 1.5 times the basic salary/ additional non-professional worker.

The above is the opinion of the Ministry of Home Affairs guiding the implementation of the staff streamlining policy for part-time workers according to Decree No. 154/2025/ND-CP dated June 15, 2025 of the Government on staff streamlining. Therefore, the Ministry of Home Affairs requests the Department of Home Affairs of Tay Ninh province to study and implement.

Article 33 of Decree 33/2023/ND-CP also stipulates the number of non-professional workers at the commune level, in villages and residential groups.

Accordingly, the number of non-professional workers at the commune level is calculated according to the type of commune-level administrative unit, specifically as follows: Type I is 14 people; Type II is 12 people; Type III is 10 people.

The Provincial People's Committee shall base on the number of commune-level administrative units with a larger population and natural area than the standards prescribed in the Resolution of the National Assembly Standing Committee on the standards of administrative units, and classify administrative units to calculate the number of non-professional workers at the commune level.

In addition to increasing the number of non-professional workers according to the prescribed population scale, for every commune-level administrative unit that increases by 100% of the prescribed level on natural area, an additional non-professional worker will be added.
