Mr. Tan Van Thien (character's name has been changed) said that implementing the 2-level local government model, the Dak Wil Commune Party Committee, Lam Dong Province received 6 non-professional workers to help the Dak Wil Commune Party Committee Office.
In order to ensure the payment of allowances for the above 6 cases, the Dak Wil Commune Party Committee Office has proposed that the Ministry of Home Affairs and the Ministry of Finance have specific instructions on calculating allowances for non-professional workers so that they can work with peace of mind.
Regarding his reflection on the proposal, the Ministry of Home Affairs responded on the Electronic Information Portal.
The Ministry of Home Affairs cited Document No. 12/CV-BCD dated June 20, 2025 of the Steering Committee for the arrangement of administrative units at all levels and the development of a model of organizing local government at both levels of the Government on guiding a number of contents for non-professional workers at the commune level when implementing the model of local government at both levels.
According to the above document, in case a part-time worker at the commune level continues to be temporarily arranged to a position to support work for the activities of the new commune-level administrative unit (party agency, Fatherland Front and socio-political organizations, local government) or participates in the positions of part-time workers in villages and residential groups before May 31, 2026, he/she will continue to receive allowances, regimes and policies issued by the Provincial People's Council (resolutions of the Provincial People's Council issued in accordance with the provisions of Decree No. 33/2023/ND-CP dated June 10, 2023 of the Government regulating commune-level cadres, civil servants and part-time workers at the commune, village and residential group level).
Thus, for non-professional workers who are assigned the task of assisting the Dak Wil Commune Party Committee Office, they will continue to receive allowances and regimes and policies according to the provisions of the Lam Dong Provincial People's Council according to the provisions of Decree No. 33/2023/ND-CP.
