The Office of the Hanoi People's Committee has just issued Official Letter No. 14420/VP-TTDLCNS dated September 11, 2025 on rectifying vehicle parking activities in the city.
The document stated: According to the source of information compiled from newspapers, radio stations and the City's Electronic Information Portal reported by the Office of the City People's Committee: an account in the information ecosystem of Vietnam Television posted a video with the title "Cashless double parking at a parking lot" reflecting at some parking lots on Trang Thi, Quan Su, Hai Ba Trung streets in Cua Nam, Hoan Kiem, Hai Ba Trung wards, there was a situation of vehicle parking fee collection not in accordance with regulations, car parking without permission, exceeding the licensed area.
Notably, the "channel" fee is mainly collected in cash, while these parking lots have applied payment via QR code; on August 22, people reported on the City's Electronic Information Portal about the situation of "Phu Doan Street: reflecting the situation of illegal sidewalk and roadway encroachment".
Regarding this, Chairman of the Hanoi People's Committee Tran Sy Thanh directed the People's Committees of the wards: Cua Nam, Hoan Kiem, Hai Ba Trung to urgently clarify signs of violations (if any) by related individuals and organizations; review the responsibility of collectives and individuals according to Directive No. 24-CT/TU of the Standing Committee of the City Party Committee "On strengthening discipline, discipline and responsibility for handling work in the City's political system"; report to the City People's Committee before September 15.
Assign the People's Committees of wards and communes to preside over and coordinate with the Department of Construction, the City Police and relevant agencies and units: Strengthen inspection work, strictly handle violations in vehicle parking activities at vehicle parking lots and points in the area according to the direction of the City People's Committee in Official Dispatch No. 3453/UBND-DT; report to the City People's Committee on the implementation results.
Resolutely revoke licenses of parking lots that violate the implementation of technology solutions that meet the criteria of "02 no, 01 yes" (no cash, no stopping, no electronic invoices connected to tax authorities).
