The Government Office has just issued Document No. 4759/VPCP-KGVX dated May 29, 2025, conveying the opinion of Politburo member and Permanent Deputy Prime Minister Nguyen Hoa Binh on submitting to the President to give gifts to people with meritorious services to the revolution on the occasion of the 78th anniversary of the War Invalids and Martyrs' Day.
Accordingly, Permanent Deputy Prime Minister Nguyen Hoa Binh authorized the Minister of Home Affairs to submit to the President on giving gifts to people with revolutionary contributions on the occasion of the 78th anniversary of the War Invalids and Martyrs Day (July 27, 1945 - July 27, 2025).
The Ministry of Home Affairs is fully responsible for the content and data of the report; ensure compliance with regulations, and prevent negativity and waste during the implementation process.
Previously, the Ministry of Home Affairs issued Document No. 2458/TTr-BNV dated May 16, 2025 on submitting to the President to give gifts to people with revolutionary contributions on the occasion of the 78th anniversary of the War Invalids and Martyrs Day.
According to the plan submitted by the Ministry of Home Affairs, the gift of 600,000 VND/person for people with meritorious services to the revolution is for Vietnamese Heroic Mothers who are receiving monthly preferential allowances and individuals who have decided to be awarded the title of Vietnamese Heroic Mothers before July 28, 2024, but have not completed the procedures to receive monthly preferential allowances; war invalids, people enjoying policies such as war invalids, type B war invalids, and sick soldiers with a body injury rate of 81% or more are receiving monthly preferential allowances.
In addition, resistance fighters infected with toxic chemicals with a body injury rate of 81% or more are receiving monthly preferential allowances.
The subjects are relatives of martyrs receiving monthly pension benefits; relatives of two or more martyrs receiving monthly pension benefits are also given a gift of 600,000 VND.
The gift level is 300,000 VND/person given to people with revolutionary contributions who are war invalids, people enjoying policies such as war invalids, type B war invalids, and sick soldiers with a body injury rate of 80% or less who are receiving monthly preferential allowances;
War invalids who are receiving unemployment benefits; resistance fighters infected with toxic chemicals with a body injury rate of 80% or less are receiving monthly preferential allowances.
Representatives of martyrs' relatives; martyrs' worshipers (in cases where martyrs have no relatives) are given a gift of 300,000 VND.
The whole country has 1,576,715 meritorious people eligible for gifts according to the above 2 levels, with a total cost of 480,841,800 thousand VND (more than 480 billion VND). This budget has been allocated in the State Budget plan for 2025.
