The Government has just issued Resolution No. 07/2025/NQ-CP on policies and regimes for subjects affected by the implementation of the reorganization of the apparatus and administrative units at all levels according to Conclusion No. 183-KL/TW dated August 1, 2025 of the Politburo and the Secretariat.
This Resolution stipulates policies for cadres, civil servants, public employees, workers and armed forces who are of retirement age as prescribed in Appendix II issued with Decree No. 135/2020/ND-CP (Article 1);
Policy for cadres from the commune level and above who are of retirement age as prescribed in Appendix I issued with Decree No. 135/2020/ND-CP or are receiving pension, disability regime, and sick leave regime (Article 2);
Policy for people working under labor contracts in public service units (Article 3).
Policy for those working outside the staffing quota at Associations assigned by the Party and State at the provincial or district level before July 1, 2025 (Article 4);
Policy for full-time union officials working under labor contracts (receiving salaries and allowances from union financial resources) (Article 5).
Notably, the calculation of retirement age is specifically regulated in Appendix II issued with Decree No. 135/2020/ND-CP, calculated by month and year of birth for those born from 1968 to 1980:
