The Ministry of Home Affairs has just issued an official dispatch to the People's Committees of provinces and cities guiding the organization of the payment of gifts of the Party and State on the occasion of welcoming the 14th National Congress of the Party and the Binh Ngo Lunar New Year 2026, ensuring the correct implementation of subjects, regulations and timeliness.
The payment of Tet gifts is implemented according to Resolution No. 418/NQ-CP dated December 28, 2025 of the Government and Decision No. 2814/QD-TTg of the Prime Minister on targeted supplementation from the central budget in 2025 for localities.
At the same time, the Ministry of Home Affairs requests localities to implement according to the guidance of the Ministry of Finance in Official Dispatch No. 20467/BTC-KTN dated December 30, 2025.
According to the guidance of the Ministry of Home Affairs, 14 groups of people with meritorious services are awarded gifts including:
One is that people who participated in the revolution before January 1, 1945 are receiving monthly preferential allowances.
Two are people who have been active in the revolution from January 1, 1945 to before the August Revolution of 1945 and are receiving monthly preferential allowances.
Three are Vietnamese Heroic Mothers who are receiving monthly preferential allowances.
Four are People's Armed Forces Heroes and Labor Heroes during the resistance war who are receiving monthly preferential allowances.
Five are relatives of martyrs who are receiving monthly nurturing survivor's allowance and relatives of two or more martyrs who are receiving monthly survivor's allowance.
Six includes wounded soldiers, people enjoying policies such as wounded soldiers, type B wounded soldiers, and sick soldiers with a body injury rate of 81% or more who are receiving monthly preferential allowances.
Bay is a person with meritorious services to the revolution who is receiving monthly nurturing allowances.
Eight are people who participated in the resistance war and were infected with chemical toxins with a body injury rate of 81% or more and are receiving monthly preferential allowances.
Ninth, including wounded soldiers, people enjoying policies such as wounded soldiers, type B wounded soldiers, and sick soldiers with a body injury rate of 80% or less who are receiving monthly preferential allowances, including wounded soldiers who are enjoying working capacity loss benefits.
Muoi is a representative of the relatives of martyrs.
The eleventh is the person who worships the martyr in case the martyr has no relatives left.
Twelve are people with meritorious services to the revolution who are receiving monthly preferential allowances.
Thirteen are people who participated in the resistance war and were infected with chemical toxins with a body injury rate of 80% or less and are receiving monthly preferential allowances.
Fourteen are people who participated in revolutionary activities, resistance activities, national defense or performed international duties and were imprisoned or exiled by the enemy and are receiving monthly preferential allowances.
The Ministry of Home Affairs requests that along with the payment, localities are responsible for summarizing the implementation situation, preparing reports according to the unified form issued by the Ministry of Home Affairs. The report must clearly state each group of beneficiaries, the number of beneficiaries and the total cost of implementation in the locality.
The payment of gifts is carried out during the 2026 Lunar New Year; the implementation costs are allocated in the 2025 budget year, and the results will be reported before January 5, 2026.
