Resolve problems immediately
This afternoon (8.), in Hanoi, General Secretary To Lam - Head of the Central Steering Committee for institutional and legal improvement (Steering Committee) - chaired a thematic meeting of the Steering Committee.
The meeting was attended by Politburo members, Deputy Heads of the Steering Committee: Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man. Also attending were Politburo members, Secretariat members, Central Party Committee members who are members of the Steering Committee; leaders of a number of central ministries, departments and branches.
After listening to the reports and discussions of the Steering Committee members and giving the Concluding remarks of the Session, General Secretary To Lam acknowledged and highly appreciated the profound, substantial and comprehensive opinions expressed by the members attending the meeting and acknowledged and praised the careful preparation of the Standing Committee and relevant agencies.

The General Secretary stated that recently, the agencies have recorded thousands of recommendations and reflections on difficulties and problems due to legal regulations. Through review, screening and assessment, the agencies have identified more than 800 recommendations, which are well-founded.
It can be said that this is a very large number, very worrying even though it is not all the difficulties and problems that legal regulations exist in practice the General Secretary noted.
The General Secretary suggested that the National Assembly Party Committee and the Government Party Committee direct relevant agencies to advise and add 25/47 Laws to the National Assembly's 2025 Program, passed at the 10th Session of the 15th National Assembly, to immediately resolve problems related to the Law.
The Government Party Committee directed relevant ministries and agencies to continue to improve the review results, ensuring accurate identification of the content of 834 difficulties and problems and 21 recommendations and reflections of inconsistent opinions between the Ministry of Justice and relevant ministries and branches, to have a solution for each specific problem.
The Party Committee of the Ministry of Agriculture and Environment shall preside over and coordinate with the Party Committee of the Ministry of Justice to prepare a thematic report to review and propose solutions to remove difficulties and obstacles caused by legal regulations in the field of land, to serve the amendment and supplementation of the Land Law at the 10th session of the 15th National Assembly; report to the Politburo for comments.
The Party Committee of the Ministry of Home Affairs shall preside over and coordinate with the Party Committee of the Ministry of Justice to develop and complete a thematic report on reviewing and proposing solutions to remove difficulties and obstacles caused by legal regulations in the fields of decentralization, delegation of authority, and determination of authority.
Completing the legal framework related to digital assets and cryptocurrency assets
The General Secretary clearly stated the requirement to thoroughly grasp and strictly implement the direction of the Politburo stated in Resolution No. 66-NQ/TW dated April 30, 2025.
Regarding the orientation of the legal framework for mobilizing and unlocking financial resources for economic development, General Secretary To Lam basically agreed with the determination of the goals and viewpoints stated in the report.
However, there are still areas that have not been deeply mentioned, such as the fields of digital assets, cryptocurrency assets, while Vietnam is considered the country with the 3rd highest transaction rate of this asset in the world...
The General Secretary suggested continuing to study and propose specific solutions, especially the urgent need to amend, supplement, and issue new relevant legal documents to perfect a synchronous, feasible, and practical legal framework in accordance with market rules.

The General Secretary also said that through the discussion, the Steering Committee found that there were still many opinions on some major orientations on amending and supplementing the Land Law. Propose that the Government Party Committee direct the Party Committee of the Ministry of Agriculture and Environment to coordinate with agencies to continue to complete the Report on some major orientations on amending and supplementing the Land Law.
The Steering Committee basically agreed with the Report of the Party Committee of the Ministry of Justice on a number of orientations on preventing and resolving international investment disputes and the Draft Outline for the Project to perfect the structure of the Vietnamese legal system to meet the requirements of national development in the new era.
