The 16th National Assembly has just passed the Law on Civil Status (amended). This Law stipulates civil status, civil status registration, civil status database and state management of civil status. The Law takes effect from March 1, 2027.
The Law on Civil Status (amended) specifically stipulates the State's policy on civil status registration and management. In which, the State has synchronous policies and measures, creating favorable conditions for individuals to exercise their rights and obligations to register for civil status.
The State ensures budget, facilities, investment in digital transformation, and development of information technology for civil status registration and management activities.
At the same time, the State prioritizes human resource development, ensuring stable job positions, training, fostering, improving capacity, and having appropriate preferential treatment for people working in civil status to improve the professionalism, stability and quality of civil status registration and management.

The new law also stipulates the responsibilities of state agencies on civil status. Typically, the Government uniformly manages the state on civil status nationwide; the Ministry of Justice is the focal agency, helping the Government uniformly manage the state on civil status.
The Ministry of Foreign Affairs is responsible for implementing state management of civil status at the Representative Office; the Supreme People's Court is responsible for updating and sharing information on changes in personal civil status with the Civil Status Database; coordinating the implementation of other tasks related to civil status work.
Relevant ministries and sectors are responsible for ensuring connection and sharing of data under their management with the Civil Status Database in accordance with the law; ensuring information security and safety in the Civil Status Database; coordinating the implementation of other tasks related to civil status work.
People's Committees at all levels are responsible for state management of civil status in localities according to regulations.
