This content is stated in Decision No. 706/QD-TTg of the Prime Minister promulgating the Plan to organize a preliminary review of 1 year of implementing the arrangement of administrative units at all levels and the operation of local governments at 2 levels.
The official dispatch requests an overall assessment of the arrangement and use of the contingent of cadres, civil servants, and public employees after merging public service units and arranging administrative units at all levels.
Assess the situation of arranging and using non-specialized personnel at the commune level to perform tasks to support the operation of the political system at the new commune-level administrative unit from July 1, 2025 to date.
Implementing the 2-level local government model, the Government Steering Committee allows localities to temporarily extend the use of non-specialized commune-level personnel until before May 31, 2026.
The extension is aimed at avoiding sudden disruptions and ensuring the maintenance of the operation of the political system at the grassroots level. Because before the time of rearranging administrative units, there were about 120,500 people in this force nationwide.
To suit the reality of operating the new commune - ward, from after July 1, 2025, this staff arrangement will be implemented in 3 main directions.
The first is to quit and enjoy the streamlining policy according to Decree 154/2025. Those who quit in the period from July 1, 2025 to before May 31, 2026 are still eligible for settlement benefits based on working time and age. In particular, people who reach retirement age or are receiving pensions are entitled to a one-time allowance equal to 15 months of current allowance.
The second direction is to continue to stay in the grassroots system for a short time. Many localities have guided the temporary arrangement of personnel to support work positions in new communes and wards or participate in positions in villages until the end of May 2026.
The third direction, more sustainable but limited in quantity, is to consider receiving civil servants according to Decree 170/2025. The mandatory condition is that individuals must have at least 5 years of service, pay compulsory social insurance and have expertise suitable for the new job position.

At the socio-economic discussion session of the National Assembly on April 21, delegate Nguyen Dang An (Lang Son Delegation) - said that according to Official Dispatch 12/CV-BCĐ of the Government Steering Committee guiding a number of contents for non-specialized workers at the commune level when implementing the 2-level local government model, provinces have approved the list of non-specialized workers who retire according to Decree 154 as of July 1, 2025.
Lang Son province alone currently has about over 330 cases being arranged by communes and wards to support work at commune-level departments, agencies, and units.
The delegate said that this needs specific guidance before the termination of operations on May 31, 2026.

Delegate Ly Tiet Hanh (Gia Lai Delegation) also said that currently in many localities, the team of non-specialized commune-level officials is quite large, many people have professional qualifications, have practical work experience, are very familiar with the work and provide very good support for the work of communes and wards.
However, there are currently no specific regulations on recruiting this team into civil servants and public employees for long-term service. The delegate proposed that the Government study and have specific regulations on this recruitment mechanism.
