Regarding the salary reform roadmap, at the preliminary conference on the first 6 months of work, deploying key tasks for the last 6 months of 2026 of the Ministry of Home Affairs held on July 9, Deputy Minister of Home Affairs Vu Chien Thang clearly stated that he will focus highly on preparing carefully and proposing specific plans for implementing salary policy reform according to the roadmap.
In which, for the public sector, the Ministry of Home Affairs will reform salary policies, promptly advise competent authorities to handle arising issues regarding salaries and allowances for civil servants, public employees, laborers and armed forces in accordance with practical requirements on organizational structure arrangement, implementing a 2-level local government model and streamlining staff.
According to the assessment of the Ministry of Home Affairs, the salaries of civil servants and public employees currently do not fully meet the living needs, especially for young people. Low incomes cause many people working in the public sector to face difficulties in housing, education and childcare.
Faced with these inadequacies, the Ministry of Home Affairs said it will focus on researching and proposing a new Resolution to replace Resolution 27 of 2018 on salary policy reform and Resolution 28 on social insurance policy reform. In which, the new salary policy is expected to be submitted to the 5th Central Conference in 2027.
The adjustment of the base salary from July 1, the issuance of guiding documents, and the determination of the reform roadmap are necessary preparations for the implementation of salary reform nationwide when conditions are met.
To prepare, the Ministry of Home Affairs has coordinated with the Central Policy and Strategy Committee to summarize the implementation of Resolution 27, reporting to the Politburo and the Secretariat for comments.
The Ministry will also develop salary reform plans according to a roadmap; advise on handling issues arising regarding salaries and allowances for civil servants, public employees, laborers and armed forces, in accordance with the requirements of arranging the apparatus, operating the local government at 2 levels and streamlining staff.
Wage policies in the production and business sectors will also be improved to protect the legitimate rights of workers and encourage productivity improvement.
Accordingly, the salary reform roadmap is defined to include the main contents:
- Develop 5 new salary scales for different target groups;
- Completing the allowance and bonus regime;
- Regulations on salary grade promotion and funding sources for implementation;
- Manage salaries and incomes associated with work efficiency.
These are the steps identified in the process of preparing to implement a comprehensive salary reform in the spirit of Resolution 27.
Previously, at the end of 2025, the Government said that the Government Party Committee had reported and submitted to the Central Executive Committee for consideration the roadmap for salary reform for cadres, civil servants, public employees and armed forces.
In the process of implementing salary policies, the Government pays special attention to preschool and primary school teachers, especially teachers working in areas with particularly difficult socio-economic conditions.
Preschool and primary school teachers are entitled to salaries and allowances according to the area or according to the work performed as for general public employees. The teaching staff is also subject to many separate preferential policies, including: preferential allowance for teachers, seniority allowance (calculated for contribution and enjoyment of social insurance).
The base salary is increased by 30%, from 1.8 to 2.34 million VND per month from July 1, 2024. By July 1, 2026, this level will continue to increase to 2.53 million VND. With this increase, civil servant salaries range from about 3.4 million to 25.3 million VND per month; public employees from about 3.8 million to 20.2 million VND, not including allowances.
