The Government has just issued Decree 276/2026/ND-CP on stipulating the functions, tasks, powers and organizational structure of the Ministry of Home Affairs.
According to the Decree, the Ministry of Home Affairs is the Government's agency, performing state management functions in the following sectors and fields: Public administrative organizations, public non-business units; local government organizations; cadres, civil servants, public employees and public duties; labor, wages, social insurance; employment; occupational safety and health; associations, social funds, charities, non-governmental organizations; people with meritorious services; youth; gender equality; state archives; emulation, commendation and state management of public services under the internal affairs sector and field according to the provisions of law.
The organizational structure of the Ministry of Home Affairs includes 21 units: Department of Organization - Staffing; Department of Local Government; Department of Civil Servants - Public Employees; Department of Non-Governmental Organizations; Department of Administrative Reform; Department of Youth and Gender Equality; Department of International Cooperation; Department of Personnel Organization; Department of Legal Affairs; Department of Planning - Finance; Ministry Office; Department of State Archives and Records Management; Department of Salaries and Social Insurance; Department of Employment; Department of Overseas Labor Management; Department of People with Meritorious Services; Central Emulation and Commendation Committee; Information Technology Center; Institute of State Organization and Labor Science; State Organization and Labor Magazine; Dan Tri Newspaper.
The above units include administrative organizations assisting the Minister in performing state management functions and public non-business units, serving the state management functions of the Ministry.
According to the decision, the Ministry performs tasks and powers according to the provisions of the Law on Organization of the Government, the Government's regulations on the functions, tasks, powers and organizational structure of the Ministry and ministerial-level agencies and performs 31 specific tasks and powers.
Regarding labor, wages and social insurance, the Ministry of Home Affairs guides and organizes the implementation of legal regulations on labor contracts, labor discipline, material responsibility, dialogue at the workplace, collective bargaining, collective labor agreements and labor dispute resolution;
Guiding the implementation of legal regulations on policies, salary regimes, allowances, living expenses, and bonuses for cadres, civil servants, public employees from central to commune level and contract workers in state agencies and public non-business units;
Guiding the implementation of legal regulations on the minimum wage and salary policies for employees in enterprises, agencies, organizations, cooperatives, households, and individuals who hire and use labor according to the provisions of the Labor Code;
Guidance on salaries, bonuses and remuneration for employees and managers in state-owned enterprises and enterprises with state-invested capital;
Preside over and coordinate with relevant ministries and agencies to advise on building, promulgating and directing, guiding, and inspecting the implementation of policies and laws on social insurance (except for social insurance finance, social insurance fund finance and specialized inspection on social insurance contributions) according to the provisions of law;
Research and advise competent authorities on the implementation of salary policy reform and social insurance policy.
The Minister of Home Affairs has the task of issuing decisions regulating the functions, tasks, powers and organizational structure of units under the Ministry; submitting to the Prime Minister for promulgation decisions on the list of other public non-business units under the Ministry according to regulations.
The Decree takes effect from July 8.
