In Conclusion No. 76-KL/TW of the 3rd Conference on continuing to improve and effectively operate the overall organizational model of the political system, the 2-level local government model, the Party Central Committee concluded on the tasks and solutions to implement salary reform closely linked to the roadmap for streamlining the apparatus, streamlining staff and operating the overall organizational model of the political system, the 2-level local government model.
In which, there are preferential policies on salaries, allowances, housing, working conditions and appropriate preferential treatment regimes for commune-level officials and civil servants to feel secure in their work, promote their capacity, and stick with the community for a long time.
Based on Conclusion No. 76-KL/TW, in the coming time, the Ministry of Home Affairs will preside over and coordinate with relevant agencies to report to competent authorities to consider and adjust the public sector salary regime, ensuring it is consistent with the consumer price index, economic growth rate and the capacity of the state budget, in order to improve part of the income, encourage and motivate cadres, civil servants, and public employees to complete assigned tasks.
It is expected that the Ministry of Home Affairs will focus highly on researching and proposing a Resolution to replace Resolution No. 27-NQ/TW on salary policy reform and Resolution No. 28-NQ/TW dated May 23, 2018 on social insurance policy reform to submit to the Central Executive Committee at the 5th Conference.
Carefully prepare and propose specific plans for implementing salary policy reform according to the roadmap.
Promptly advise competent authorities to handle arising issues regarding salaries and allowances for civil servants and public employees in accordance with practical requirements on arranging the organizational structure, implementing the 2-level local government model and streamlining staff.
Director of the Local Government Department (Ministry of Home Affairs) Phan Trung Tuan said that the Central Government also set out requirements that need to be continued in the coming time, including building, completing, synchronizing institutions and especially decentralizing powers. Next, the commune level must be sufficient in terms of staffing structure as well as the quality of resources and conditions to ensure digital transformation.
Regarding the task of building a contingent of cadres to meet the requirements of the new model, the main content raised is to restructure job positions, functions, and apparatus to ensure suitability with the area.
Along with that is the implementation of salary reform associated with streamlining the administrative apparatus and preferential policies on salaries, allowances, and housing suitable for commune-level civil servants.
Dr. Nguyen Tien Dinh - former Deputy Minister of Home Affairs - said that in the near future, it is necessary to thoroughly implement salary policy reform according to Resolution 27-NQ/TW, which is to pay salaries according to job positions and according to leadership and management positions.
According to Mr. Nguyen Tien Dinh, along with rearranging the organizational structure to streamline, operate effectively and efficiently, as well as reforming salary policies, it must all be based on determining job positions.
Through job positions, we rearrange and rearrange to improve the effectiveness, efficiency and operational capacity of cadres and civil servants in the apparatus.
