The Ministry of Home Affairs reviews and improves regulations on salaries, income, and work permits to attract foreign experts and scientists to work.

This content is stated in Decision No. 1685/QD-TTg of the Prime Minister dated August 30, 2026 on promulgating the Plan to implement Conclusion No. 62-KL/TW of the Secretariat on improving national labor productivity associated with the development of a synchronous, modern, and efficient labor market in the new period.

The Ministry of Home Affairs is assigned to preside over and coordinate with ministries and agencies to research, develop policies and implement support activities on employment, vocational skills development, wages, and social insurance to promote labor migration from low-productivity areas to high-productivity areas.

The amendment, supplementation, and promulgation of policies will be completed in 2027 and organized for regular implementation.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Education and Training, the Ministry of Science and Technology, and relevant ministries and sectors to review and improve regulations on salaries, income, and work permits to attract foreign experts and scientists to work;

Review and improve policies to encourage businesses to train, retrain and develop skills for workers; improve regulations on recognizing, evaluating and standardizing vocational skills according to national, regional and international standards.

The Ministry of Science and Technology shall preside over and coordinate with ministries and research agencies to develop specific, superior mechanisms and policies and controlled testing mechanisms (sandboxes) to attract, use and promote the team of experts, scientists, scientific and technological human resources, innovation and high-quality digital transformation at home and abroad (amended, supplemented, promulgated policies to be completed in 2027 and organized for regular implementation).

The Ministry of Education and Training shall preside over and coordinate with relevant ministries and sectors to review, develop and organize the implementation of national human resource development strategies, programs, and projects, focusing on high-quality human resources, technical human resources, digital human resources and human resources serving strategic, important, and key industries and fields, including the defense and security industry;

Develop a lifelong learning system, creating conditions for workers to regularly study, retrain and improve their skills; promote a strong shift from valuing degrees to valuing professional skills, practical competence, adaptability and work efficiency;

Innovate training models; strengthen linkages between general education, vocational education and higher education; develop training programs for practical engineers, high-tech human resources and new industries and occupations arising from the digital transformation, green transformation, population aging and technological innovation;

Develop models and ecosystems for training high-quality human resources associated with key industries, high-tech zones, innovation centers, key economic regions and strategic areas.

In which, focus on promoting the role of enterprises, encouraging enterprises to participate and invest in training and developing high-quality human resources, contributing to creating sustainable jobs and improving labor productivity.

Strengthen international cooperation in training, research, expert exchange, technology transfer, recognition of diplomas and certificates; selectively absorb advanced training models; focus on training high-quality human resources for key industries and fields, suitable to Vietnam's conditions.
