The Government adjusts the national master plan, establishes a new growth model, takes science and technology, innovation and digital transformation as the main driving force.

On October 7, the Government Office announced that the Government issued Resolution No. 306/NQ-CP on adjusting the National Master Plan for the period 2021-2030, with a vision to 2050.

The general goal is to strive by 2030 for Vietnam to be a developing country with modern industry and high average income; establish a new growth model, taking science and technology, innovation and digital transformation as the main driving force.

The model of organizing an effective, unified, sustainable national development space, with dynamic regions, economic corridors, and growth poles promoting their leading and leading role in socio-economic development and improving national competitiveness; having a synchronous and modern basic infrastructure network.

In terms of economy, strive for an average domestic product growth rate (GDP) of over 8.0%/year in the period of 2021-2030. By 2030, the average GDP per capita at current prices will reach about 8,500 USD.

The average growth rate of social labor productivity will reach about 7%/year in the period of 2021-2030; in which the period of 2026-2030 will reach over 8.5%/year.

Promote the advantages of each socio-economic region; focus on developing the two dynamic regions of the North and South associated with the two growth poles of Hanoi and Ho Chi Minh City, the North-South economic corridor, the Lao Cai - Hanoi - Hai Phong - Quang Ninh economic corridor, the Moc Bai - Ho Chi Minh City - Bien Hoa - Vung Tau economic corridor with a synchronous, modern infrastructure, with high growth rate, contributing greatly to the overall development of the country.

Strongly developing digital infrastructure, data infrastructure creates a foundation for national digital transformation, developing digital government, digital economy, digital society; the proportion of digital economy reaches about 30% of GDP...

In society, the replacement fertility rate is firmly maintained (average 2.1 children per woman of childbearing age); the population size is about 105 million people. The Human Development Index (HDI) reached about 0.78. Average life expectancy is about 75.5 years.

The rate of agricultural labor in total social labor decreased to below 20%. Improve job quality, keep the unemployment rate at a reasonable level.

Develop Vietnam's education at an advanced level in the region; be in the group of 10 countries with the best higher education system in Asia.

Strive for at least 8 higher education institutions in the top 200 universities in Asia, at least 1 higher education institution in the top 100 universities in the world in some fields according to prestigious international rankings.

Improve the quality of health services on par with advanced countries in the region. Develop a national network of medical facilities to meet the requirements of care, protection, and improving the health of all people, towards the goal of fairness, quality, efficiency, and international integration.

Building a healthy cultural environment in all areas of social life. Developing a national network of cultural facilities to ensure good implementation of the task of preserving and promoting the value of national cultural identity, promoting the development of cultural industries.

Strive for 100% of provincial administrative units to have all 3 types of cultural institutions, including: cultural center or cultural - artistic center, museum and library.
