On August 12, continuing the 48th session, the National Assembly Standing Committee gave opinions on receiving and revising the draft Law on Supervisory Activities of the National Assembly and People's Councils (amended).
Reporting on some major issues of the draft law, Chairman of the National Assembly's Committee for Petition and Supervision Duong Thanh Binh said that he accepted the opinions of delegates and draft laws to be revised in the direction of the National Assembly, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees to supervise the activities and legal documents of competent central agencies, organizations and individuals.
The People's Council, the Standing Committee of the People's Council, and the Committees of the People's Councils at the provincial and commune levels correspond to supervise the activities and legal documents of competent agencies, organizations, and individuals at the provincial and commune levels.
Regarding the thematic supervision activities of the National Assembly and People's Councils, the draft law is amended in the direction that the National Assembly and People's Councils do not directly organize thematic supervision teams.
At the meeting, Chairman of the Law and Justice Committee Hoang Thanh Tung proposed to clarify the regulation that the National Assembly, the National Assembly Standing Committee, the Ethnic Council, and the National Assembly committees only supervise at the central level to facilitate implementation.
According to Mr. Tung, to serve the Supreme Supervision of the National Assembly, the monitoring delegations and agencies must go to localities to grasp the reality. It is not possible to just read reports, not grasp the practical situation but to conduct in-depth examinations, make recommendations, and propose proposals close to practical requirements.

Speaking at the meeting, Politburo member and National Assembly Chairman Tran Thanh Man said that the core goal of supervision activities is to contribute to perfecting legal policies, ensuring discipline and order, and improving the operational efficiency of the state apparatus.
To ensure effectiveness, the National Assembly Chairman suggested that it is necessary to clearly define the supervisory authority between the National Assembly and People's Councils at all levels, as well as between the agencies of the National Assembly and People's Councils, to avoid overlap.
Regarding the method of operation, the National Assembly Chairman proposed changes to take supervision activities into depth. "Instead of organizing many National Assembly monitoring delegations, each year the National Assembly should only choose the hottest and most urgent content for supreme supervision" - the National Assembly Chairman suggested.
It is necessary to strengthen the regular supervision role of the National Assembly Standing Committee and especially the thematic supervision of the Ethnic Council and the National Assembly Committees.
In addition, the National Assembly Chairman also emphasized the promotion of the application of digital transformation in supervision activities. Supervision can be effectively implemented through the electronic document system, database on the Government Portal and websites of ministries, branches and localities. This will help the monitoring teams operate concisely and effectively, without the need for "roaring and roaring".
According to the National Assembly Chairman, every year, the National Assembly decides to select a monitoring topic and assign the National Assembly Standing Committee or Ethnic Council, the National Assembly's committee to implement it, report the monitoring results for the National Assembly to consider, discuss at the session and issue a resolution on the monitoring topic.
