In his opening speech, Politburo member and National Assembly Chairman Tran Thanh Man said that this is the first monitoring forum organized by the National Assembly.
The forum was held in one day, with key content expressing two specific topics: The National Assembly's supervision activities contribute to the socio-economic development of the country; the National Assembly's supervision activities contribute to perfecting the institutional and legal policies.
According to National Assembly Chairman Tran Thanh Man, supervision has been directed by President Ho Chi Minh since 2014. President Ho Chi Minh also supervised many visits to important socio-economic areas, getting close to the people, getting close to the people to understand them.
The National Assembly Chairman said that supervision is to create, build and protect the Fatherland. At the same time, today's supervision is to create the country's development in the new era, the civilized era of the nation.
Recently, the 15th National Assembly has paid great attention to the supervision and supervision of the fields under the National Assembly Standing Committee and the fields under the National Assembly.
According to the National Assembly Chairman, many supervisions have been conducted very seriously, with quality and have all reported to National Assembly deputies, voters and people.
Specifically, the work of building and perfecting institutions on supervision activities has received attention and timely close coordination between agencies of the National Assembly, the Government, the Central Committee of the Vietnam Fatherland Front, the People's Court, the People's Procuracy, etc.
National Assembly Chairman Tran Thanh Man said that recently, at the monthly meeting, the National Assembly Standing Committee passed laws and decisions to submit to the National Assembly.
In particular, in the past 2 years, petition work has been reported monthly to the National Assembly Standing Committee. The supervision of illegal documents is becoming more practical and effective, year after year better than last year.
In terms of law, many bottlenecks have been removed in the 8th Session, the 9th Extraordinary Session and the 9th Session.
"We have passed 68 laws and resolutions, over 213 laws are currently in effect. In the monitoring results of the National Assembly Standing Committee and the National Assembly, the National Assembly Standing Committee urged and promptly reported. However, we still have limitations, difficulties and problems in supervision" - the National Assembly Chairman stated.

National Assembly Chairman Tran Thanh Man said that today's forum will discuss solutions to promote advantages to overcome shortcomings.
At the recent session, the 15th National Assembly issued laws and resolutions along with innovations in the Law on Promulgation of Legal Documents, in which strong decentralization and delegation of authority to the Government and local governments.
According to the direction of General Secretary To Lam, decentralization and delegation of power must be strong, clear, specific, with local decisions, local actions, and local responsibilities.
In addition, the supervision activities of the National Assembly and the National Assembly Standing Committee must be substantial to supervise laws, decrees, and circulars.
"If the law is issued, will the decree follow in a timely manner, will the decree be in accordance with the law, and then consider whether the circular is in accordance with the decree or not. This is an issue that we must do regularly - the National Assembly Chairman emphasized.
The National Assembly Chairman gave an example, there are two supervisions by the National Assembly Standing Committee in a year, two supervisions by the National Assembly.
