The National Assembly set the target of gross domestic product (GDP) growth rate at about 6.5 - 7.0% and strives for about 7.0 - 7.5%; GDP per capita reaches about 4,900 USD.

National Assembly Chairman Tran Thanh Man has just signed to certify Resolution No. 158/2024/QH15 on the socio-economic development plan for 2025. In which, the National Assembly resolved the following main targets:

1. Gross domestic product (GDP) growth rate is about 6.5 - 7.0% and strives for about 7.0 - 7.5%.

2. GDP per capita is about 4,900 US dollars (USD).

3. The proportion of processing and manufacturing industry in GDP is about 24.1%.

4. The average consumer price index (CPI) growth rate is about 4.5%.

5. The average social labor productivity growth rate is about 5.3 - 5.4%.

6. The proportion of agricultural labor in the total social labor force reaches 25 - 26%.

7. The rate of trained workers is about 70%, of which those with degrees and certificates is about 29 - 29.5%.

8. Unemployment rate in urban areas below 4%.

9. The poverty rate (according to multidimensional poverty standards) decreased by about 0.8 - 1%.

10. The number of doctors per 10,000 people is about 15 doctors.

11. Number of hospital beds per 10,000 people reached 34.5 hospital beds.

12. Health insurance participation rate reached 95.15%.

13. The rate of communes meeting new rural standards is about 80.5 - 81.5%.

14. The rate of collection and treatment of urban solid waste meeting standards and regulations reaches 95%.

15. The rate of industrial parks and export processing zones in operation with centralized wastewater treatment systems that meet environmental standards is 92%.

The National Assembly requested the Government and relevant agencies to strictly implement Regulation No. 131-QD/TW on controlling power, preventing and combating corruption and negativity in inspection, supervision, enforcement of party discipline and in inspection and auditing activities, and Regulation No. 189-QD/TW on controlling power, preventing and combating corruption and negativity in management and use of public finance and assets.

Strengthen the supervision, appraisal and post-inspection handling, especially the inspection conclusions monitored and directed by the Central Steering Committee on anti-corruption, waste and negativity; effectively organize the implementation of legal provisions on implementing inspection conclusions, increase the rate of recovery of money and assets due to violations, negativity and corruption.

Further promote the practice of thrift and combat waste in a practical and effective manner. Resolutely and effectively implement the policy of streamlining and reorganizing the apparatus, improving the effectiveness and efficiency of the operations of agencies and organizations in the political system and reorganizing the apparatus of public service units of ministries, branches and localities.

Continue to effectively implement the overall administrative reform program; promote national digital transformation, focus on comprehensive digitalization of state management activities, develop digital government, digital economy, digital society, digital citizens; actively implement Project 06, build investment, enterprise, banking databases... soon put into operation and synchronously connect national databases.

Concentrate resources and strive to complete the goal of having 3,000km of expressways nationwide by 2025. Speed ​​up procedures to prepare for investment in strategic and important national transport infrastructure projects; especially expressways in the 2026-2030 period, promptly upgrade and expand a number of expressways in phases according to the planning scale; strive to complete procedures and start investment in 2025 for the Lao Cai - Hanoi - Hai Phong railway.

Prepare to invest in the Lang Son - Hanoi, Mong Cai - Ha Long - Hai Phong railway lines and speed up the preparation and completion of investment procedures for the entire high-speed railway project on the North - South axis.
