Opening the Session, Chairman of the Hai Phong City People's Council Pham Van Lap said that the 21st Session was held at a time when the entire political system, business community and people of the city are striving to fulfill at the highest level the tasks of socio-economic development, national defense and security in 2024. At the Session, the City People's Council will review and evaluate the results of the implementation of the city's socio-economic development, national defense and security tasks in 2024; the socio-economic development plan, national defense and security in 2025; the state budget revenue and expenditure estimates in 2025; the implementation of the public investment plan in 2024 and decide on the public investment plan in 2025.
The session also reviewed, discussed and approved specialized resolutions such as: Resolutions related to the implementation of the 2024 Land Law, Resolution No. 1232 dated October 24, 2024 of the National Assembly Standing Committee on the arrangement of district and commune-level administrative units of Hai Phong city in the period of 2023 - 2025, including the establishment of Thuy Nguyen city, An Duong district, expansion of administrative boundaries of Hong Bang district and commune-level administrative units after arrangement and conversion.
Speaking at the opening ceremony, Hai Phong City Party Secretary Le Tien Chau commented that this is a session with a huge workload, solving many important and urgent issues of the city, and is an important time to prepare the necessary conditions when Hai Phong enters the final year of the 5-year Socio-Economic Development Plan (2021-2025). The Hai Phong City Party Secretary also said that the 18th City Party Executive Committee Conference yesterday, December 3, was a great success. The Conference discussed and decided on many important contents; agreed on awareness and action to focus on leadership and direction to accelerate, break through, and complete the goals and tasks of the 16th City Party Congress term, and at the same time focus on leading and directing the preparation work for organizing Party Congresses at all levels towards the 14th National Party Congress.
The Secretary of the Hai Phong City Party Committee also stated that the main goals and tasks for 2024 have basically been completed and exceeded the set targets, including many positive highlights. The city's GRDP growth rate in 2024 is expected to reach 11.01%, ranking 3rd in the country. It is expected that Hai Phong will officially reach the milestone of 10 consecutive years of double-digit growth, a milestone in the city's development history.
