On the afternoon of November 11, at the Government headquarters, Deputy Prime Minister Pham Thi Thanh Tra had a working session with the Ministry of Home Affairs on key tasks from now until the end of 2025.
Concluding the meeting, the Deputy Prime Minister emphasized that the remaining time is less than two months, while the tasks are still "very heavy", requiring high determination, quick action, closely following progress and quality.
The first task is the work of building and perfecting institutions and policies.
There are currently 2 major contents submitted to the Politburo: standards, classification of administrative units and arrangement of public service units. Regarding the payroll, the Ministry continues to coordinate with the Central Organizing Committee to synthesize and submit to competent authorities.
According to the Deputy Prime Minister, the total number of decrees to be issued from now until the end of the year can reach 33 decrees, including 2 decrees on adjusting the basic salary level and 1 decree on non-governmental organizations. Due to the large amount of documents, the working groups need to run in parallel, ensuring progress and quality.
The Deputy Prime Minister assigned the Government Office to coordinate with the Ministry of Home Affairs to develop a specific schedule, ensuring that the dossier will be completed in November and submitted to the Government by December 10 at the latest. In case there are different opinions, the host unit must synthesize and report to handle them promptly, ensuring both progress and quality of the decree.
The Deputy Prime Minister also noted that the Ministry of Home Affairs should speed up the progress of 2 projects: Comprehensive digital transformation in the field of Home Affairs; Develop and apply a set of criteria for monitoring and evaluating the implementation of social policies.

The second major task group is to monitor and evaluate the two-level local government model. The Ministry of Home Affairs urgently compiles and reports to the Government before November 15 on the feasibility of decentralization and delegation of authority, to promptly adjust and supplement relevant decrees and clearly assign responsibilities to each ministry and branch.
The Ministry of Home Affairs shall preside over the development of a Government project on training and fostering commune-level cadres and civil servants by 2030, with a vision to 2040 - a project that is assessed to be very urgent, helping to clarify the role and responsibility between central and local training institutions, while creating a legal basis for appropriate resource allocation.
"This project needs to be completed before December 20. Doing so will both ensure comprehensiveness and strategy, and solve urgent and practical problems of commune-level cadres and civil servants," said the Deputy Prime Minister.
The third group of contents is to complete the plan to reorganize public service units. Currently, the Ministry is proposing a plan for the Politburo to consider and give opinions in November.
After giving opinions, the Ministry needs to urgently coordinate with the Central Organizing Committee to guide and urge localities and ministries and branches to implement, focusing on localities.
Regarding the payroll, the Deputy Prime Minister requested the Ministry of Home Affairs to complete the payroll report for the 2026-2031 period after working with the Central Organizing Committee, so that the Standing Committee of the Government Party Committee can give its opinion before reporting to the Politburo.
On that basis, the Standing Committee of the Government Party Committee will give opinions before reporting to the Politburo, serving the assignment of positions according to its authority for the period 2026-2031.
