National Assembly deputies proposed considering adjusting the basic salary increase from January 1, 2026 without waiting until the middle of the year like in previous periods.

On the morning of October 29, the National Assembly discussed and evaluated the results of the implementation of the 2025 socio-economic development plan; the expected socio-economic development plan for 2026.

Participating in the discussion in the hall, delegate Duong Van Phuoc (Da Nang Delegation) affirmed that the period 2021-2025 is a very successful term with many outstanding, outstanding and comprehensive results.

He emphasized: "We have overcome unprecedented challenges and achieved very important miracles, creating a solid foundation for growth momentum in the new development stage".

However, the delegate also pointed out that the staff has not been arranged synchronously and in accordance with their expertise. Many cadres had to "carry" the work of 4-5 district-level professional departments before even though they did not have in-depth expertise and had not been trained in professional skills in a timely manner. The determination of staffing does not take into account specific regional factors, leading to a serious shortage of staff in some places.

While the workload of commune-level cadres and civil servants has increased by 2-3 times, the treatment policy has not changed, is still very low, not enough to motivate and encourage them to work and contribute with peace of mind.

From the above analysis, delegate Duong Van Phuoc suggested that the Ministry of Home Affairs promptly conduct a field survey to build job positions and a minimum staffing framework to serve as a basis for the commune level. At the same time, advise the Government to promptly issue appropriate salary mechanisms to encourage commune-level cadres and civil servants to work with peace of mind, attracting cadres to work in disadvantaged areas.

Delegate Tran Quoc Tuan (Vinh Long Delegation) said that voters expressed their interest in the salary and living policies of cadres, civil servants and public employees, to "preserve the motivation to serve the people and for the people" - which creates the sustainable strength of the state apparatus.

According to the delegate, voters in Nghe An, Lam Dong, and Dong Thap provinces proposed that the Government have support and encouragement policies for cadres in the merged areas, because life is difficult, travel costs, rental, and living expenses increase, causing real income to decrease by 10-12% compared to before.

The delegate also pointed out that the prices of many essential goods such as food, food, housing, electricity, water, tuition fees, gasoline and rental costs have all increased, causing great pressure on people's lives.

Meanwhile, the basic salary of 2.34 million VND/month has been applied from July 1, 2024 to present and if compared to the current living price level, it is clearly no longer suitable.

On average, the minimum living expenses (eating, traveling, electricity, water, and children's tuition) in urban areas alone have exceeded 4.5-5 million VND/person/month.

With a basic salary of 2.34 million VND, even if multiplied by a higher coefficient, the actual income of many young civil servants is only enough... "from the beginning of the month to the 20th", and the last 10 days of the month, must "run with faith and instant noodles".

"We all agree that "improving the lives of cadres is improving the quality of the apparatus" - delegate Tran Quoc Tuan said and recommended that the National Assembly and the Government consider adjusting the increase in the basic salary from January 1, 2026 without waiting until the middle of the year like in previous stages.

According to the delegate, this is not just a "salary story", but a message of the people's hearts, a common hit of the apparatus that needs to be given more vitality. Only if cadres have enough life, can they feel secure in serving; civil servants will not be burdened with "happy clothes and money" so that their dedication will be better.
