On the evening of May 20, Politburo member and Prime Minister Pham Minh Chinh - Head of the Steering Committee for key projects and national important projects in the railway sector - chaired a meeting with relevant ministries, branches and units to review the implementation of railway projects connecting with China.
According to the report of the Ministry of Construction, on investment in the construction of the Lao Cai - Hanoi - Hai Phong railway line, nearly 419 km long, with a total investment of about 8.3 billion USD.
The investor has completed the design of site clearance boundaries, coordinates of routes and stations; completed the work of reviewing and measuring the route direction.
Investors are selecting consultants to prepare environmental impact reports; convert forest use purposes; prepare estimates for design consulting packages; prepare feasibility study reports; calculate and register capital needs to discuss with partners.
For other railway lines connecting with China, including: Hanoi - Dong Dang route is 156 km long, with a total investment of about 6 billion USD; Hai Phong - Ha Long - Mong Cai route is about 187 km long, with a total estimated investment of about 7 billion USD.
The authorities are taking steps to plan; prepare a pre-feasibility study report; draft a number of mechanisms and policies for investment.
To start the Lao Cai - Hanoi - Hai Phong railway line on December 19 at 5 locations, the Prime Minister requested the Ministry of Construction to base on this goal to build a detailed progress expressway, reporting to Deputy Prime Minister Tran Hong Ha to assign specific tasks to each relevant ministry and branch.
Thereby, organizing scientific and methodical implementation to implement the project and contributing to the formation and development of Vietnam's railway industry.
The Prime Minister requested ministries and branches to focus on developing a set of standards and regulations; finalize the route to send to localities to implement site clearance.
Regarding capital sources, the Prime Minister requested that there should be many options to mobilize diverse capital sources such as loans, bank capital, bond capital, public investment, and public-private partnership capital.
The Prime Minister emphasized that technology transfer is a very core issue, it is necessary to continue negotiating with partners to focus on transferring to two important areas: the production of towing machines and signal information systems.
The Prime Minister also requested ministries, branches and localities to coordinate in handling issues and problems related to engineering, geology, land and site.
The Ministry of Foreign Affairs continues to promote cooperation in implementing connecting railway lines in the spirit of the Vietnam - China Joint Statement.
Also at the meeting, related to the implementation of the North -South high -speed railway, the Prime Minister requested the Ministry of Construction, the Ministry of Finance, the State Bank and the relevant agencies to study the proposals of VinSpeed and report to the competent authority.
