Member of the Party Central Committee, Deputy Prime Minister Ho Quoc Dung has just signed Official Dispatch No. 66/CD-TTg dated September 21, 2026 of the Prime Minister on proactively responding to and overcoming the consequences of floods.
According to forecasts from the National Center for Hydro-Meteorological Forecasting, the natural disaster situation will continue to be complicated in the coming time, and flooding in low-lying and riverside areas in Hanoi and Ninh Binh will continue to occur.
From February 21-24, 9 areas of Gia Lai, Dak Lak, Khanh Hoa, Lam Dong provinces and the Southern region may experience heavy rain with rainfall of 120 - 250mm, locally over 400mm, causing deep flooding and landslides; floods on the Mekong River may reach alarm level 1.
To proactively respond to floods, the Prime Minister requests:
The Standing Committee of the National Steering Committee for Civil Defense and Ministries: Agriculture and Environment, National Defense, Public Security, relevant ministries and sectors, Chairmen of People's Committees of provinces and cities closely monitor, proactively direct, and deploy response work in accordance with the developments of natural disasters, especially floods, inundation, landslides, flash floods, ensuring timeliness, efficiency, minimizing damage to people's lives and property, and at the same time quickly overcoming the consequences when natural disasters and incidents occur.
Chairmen of People's Committees of provinces and cities, especially Hanoi, Ninh Binh, Phu Tho, Thanh Hoa, Nghe An, Lam Dong and localities affected by the recent floods and forecast to be affected by floods in the coming days, focus on:
Mobilize forces and vehicles to access areas that are still deeply flooded and divided to promptly support food, foodstuffs, and necessities for people, absolutely not allowing people to be hungry.
Continue to review, inspect, promptly detect, proactively warn, and organize the relocation of residents, especially the elderly, children, and vulnerable groups, out of deeply flooded areas at risk of landslides, flash floods, and flash floods.
Organize forces to guard, control, warn, and guide traffic; absolutely do not allow people to travel through spillways, deeply flooded areas, landslides or landslide risks if safety is not ensured.
The Ministry of National Defense proactively mobilizes unmanned aerial vehicles to support localities in surveying key areas to promptly detect cracks and areas at risk of landslides and flash floods in order to issue early warnings and take preventive measures to relocate residents to ensure safety.
Proactively arrange forces and vehicles in key areas at risk of deep flooding and fragmentation to be ready to support evacuation, relocation of residents, rescue and relief when requested by localities.
The Ministry of Public Security directs the deployment of forces to divert traffic, guide and ensure traffic safety and security and order in areas affected by natural disasters; directs functional agencies and grassroots security and order protection forces to be ready to deploy support for people to respond to floods and storms, and rescue and relief.
The Prime Minister also requested to ensure safety for students and teachers, and limit damage to facilities, equipment, and school supplies in deeply flooded and isolated areas.
