This afternoon (8.29), a press conference was held in Hanoi to announce the 2025 amnesty decision of the President of the Socialist Republic of Vietnam.
Mr. Can Dinh Tai - Deputy Head of the Office of the President, Assistant to the President; Senior Lieutenant General Le Van Tuyen - Deputy Minister of Public Security; Mr. Dang Hoang Giang - Deputy Minister of Foreign Affairs; Mr. Nguyen Tri Tue - Permanent Deputy Chief Justice of the Supreme People's Court co-chaired the press conference.
At the press conference, Mr. Can Dinh Tai - Deputy Head of the Office of the President, Assistant to the President - announced the decision on amnesty in 2025 (phase 2).

According to Decision No. 1693/QD-CTN dated August 29, 2025, President Luong Cuong has decided to grant amnesty to 13,915 prisoners serving prison sentences and 5 people whose prison sentences are temporarily suspended, who are eligible for amnesty in 2025 (phase 2). The decision takes effect from September 1, 2025.
The Prime Minister, the President and members of the Amnesty Advisory Council, the Chief Justice of the Supreme People's Court, the Chief Prosecutor of the Supreme People's Procuracy, and the Chairman of the Office of the President are responsible for implementing this decision.
Speaking at the press conference, Deputy Minister of Public Security Le Van Tuyen said that among the cases of amnesty this time, none are under the direction of the Steering Committee for Anti-Corruption, Wastefulness and Negativity.
"Over the past 80 years, there have been 40 amnesty sessions, in the recent past, 2025 is the largest number of people to be granted amnesty ever" - said the Deputy Minister of Public Security.

According to Deputy Minister Le Van Tuyen, up to now, there are about 190,000 prisoners serving their sentences in prison. Of the 13,920 people granted amnesty this time, 66 prisoners are foreigners (7 female, 59 male). Cases such as prisoners Trinh Van Quyet - former Chairman of FLC, Dinh La Thang, Nguyen Duc Kien... are not on this amnesty list.
Previously, in the first amnesty in 2025, the President signed a decision on April 29, deciding to amnesty 8,055 prisoners serving prison sentences and 1 person whose prison sentence was temporarily suspended and who was eligible for amnesty (phase 1 of 2025).
Thus, in the two amnesty periods in 2025, a total of 21,976 prisoners serving prison sentences and those whose prison sentences are temporarily suspended will receive amnesty.
