This morning (September 30), the Office of the President held a press conference to announce the President's 2024 amnesty decision.
The President's special amnesty decision No. 957/QD-CTN clearly states that special amnesty is granted to 3,763 prisoners serving prison sentences and 2 people whose prison sentences are temporarily suspended, who are eligible for special amnesty in 2024. This decision takes effect from October 1, 2024.
Speaking at the press conference, Vice Chairman of the Office of the President Pham Thanh Ha emphasized: The 2024 amnesty once again affirms the lenient policy of the Party and State of the Socialist Republic of Vietnam and the humanitarian tradition of the Vietnamese people towards criminals, encouraging them to repent and train to become useful people for society. At the same time, the amnesty is also a recognition of the results of rehabilitation and good compliance with rules and regulations of prisoners.
The process of considering and deciding on amnesty for prisoners serving prison sentences and those whose prison sentences are temporarily suspended is carried out strictly, publicly, fairly, accurately and democratically according to the provisions of law.
Mr. Pham Thanh Ha informed that the 2024 amnesty decided to release prisoners early from prison who are serving prison sentences in prisons, detention camps and those who are temporarily suspended from serving prison sentences under conditions as prescribed in Decision 758 of the President. However, with other additional penalties such as banning from holding positions, probation, fines, compensation for damages and other civil obligations, prisoners who are granted amnesty must still fully comply with the provisions of the law.
The criminal policy of the Vietnamese Party and State towards those who commit crimes is "strict punishment" combined with "leniency". Therefore, it is not only to punish those who commit crimes but also to reform them to become useful people for society, conscious of obeying and complying with the law and rules of conduct in life, to warn and prevent them from committing new crimes.
On the other hand, amnesty also demonstrates the tradition of humanity and tolerance of the Vietnamese people, demonstrates the lenient policy of the Party and State of Vietnam and the superiority of the State of Vietnam towards convicted criminals who have truly reformed well.
"In Vietnam, all violations of the law are handled according to the provisions of Vietnamese law. Therefore, all prisoners granted amnesty this time are those who have violated Vietnamese criminal law and have been sentenced by the People's Court according to the sanctions prescribed in the Penal Code and the Criminal Procedure Code of the Socialist Republic of Vietnam. Now these prisoners are eligible for consideration and amnesty.
Therefore, amnesty does not discriminate or restrict any prisoner, whether the prisoner is Vietnamese or a foreigner. If the prisoner meets the conditions prescribed by the laws of the Socialist Republic of Vietnam, he or she will be considered for amnesty - Mr. Pham Thanh Ha affirmed.
