On February 23, in Hanoi, Politburo Member, National Assembly Chairman Tran Thanh Man chaired a February 2026 National Assembly leadership meeting.
Speaking to direct at the meeting, National Assembly Chairman Tran Thanh Man acknowledged and highly appreciated the spirit of responsibility in deploying February work and organizing safe, economical and meaningful Tet celebration activities.
Regarding the tasks for March 2026, the National Assembly Chairman requested high concentration on major tasks, emphasizing the successful organization of the election of National Assembly deputies of the 16th term and People's Council deputies at all levels for the 2026-2031 term.
Recognizing this as a particularly important political task, demonstrating the people's right to mastery, and a premise for the operation of the state apparatus in the next 5 years, the National Assembly Chairman requested the National Assembly leaders to focus on leading and directing closely, ensuring that the election takes place democratically, in accordance with the law, safely, economically, and is truly a festival for the whole people;
The National Election Council continues to strengthen inspection and supervision of election work in localities; promptly handle arising situations; not to let errors occur in procedures;
Focus on promoting widespread propaganda, creating social consensus, so that people understand correctly, fully participate and consider election day as a festival for the whole people;
Organize well election campaign conferences in localities; Training conferences for National Assembly deputies elected for the first time in both the North and South. Immediately after the election, urgently build and complete the reports of the National Election Council to submit to the National Assembly at the 1st Session.
The National Assembly Chairwoman also requested to urgently and proactively prepare for the 1st Session of the 16th National Assembly. This is a session that has the meaning of opening the term, deciding many important contents on organizational structure, personnel, legislative program, and supervision program.
The Secretary General of the National Assembly and the Committees closely coordinate to develop a reasonable and scientific Session program; coordinate with the Office of the National Assembly Party Committee to advise on meetings between the National Assembly Party Committee and the Government Party Committee. The Committee for Delegate Affairs closely coordinates with personnel advisory agencies to carefully prepare ballots and operating scenarios" - the National Assembly Chairwoman emphasized.
National Assembly agencies are required to proactively appraise, coordinate to receive, and revise draft laws and resolutions; prepare sufficient reports on socio-economics, finance, state budget, and special mechanisms;
The National Assembly Chairwoman also requested to carefully prepare the contents to submit to the 55th session of the National Assembly Standing Committee, complete the Report on the results of supervising legal normative documents in 2025; urgently submit and promulgate a Resolution detailing and guiding the implementation of the Law on Supervisory Activities of the National Assembly and People's Councils.
An important issue is to promote the implementation of Resolution 57-NQ/TW and Plan 39 of the National Assembly Party Committee. "We thoroughly grasp the motto for 2026 as "breakthrough actions, spreading results". The National Assembly must strongly shift to a state of acceleration in science, technology, innovation and digital transformation, promoting the Digital National Assembly to become substantive" - the National Assembly Chairman noted.
The task of building 2026 as "the year of improving grassroots quality" in the entire National Assembly body was also mentioned by the National Assembly Chairman. Accordingly, it is necessary to thoroughly grasp and implement the motto "proactive from the beginning, standard for each task, effective to the end".
