Contributing opinions in Group No. 13, National Assembly Chairman Tran Thanh Man suggested that National Assembly deputies continue to study and contribute opinions to the draft Laws so that the drafting and reviewing agencies can review, supplement and revise the contents that still have different opinions.
Applying AI in planning
Regarding the Law on Planning (amended), the National Assembly Chairman emphasized that the completion of this Law must complete the integrated and synchronous planning system, ensuring linkage between national, regional and provincial planning, avoiding overlap and conflict.
At the same time, clearly stipulate the coordination mechanism between ministries, branches and localities in preparing, appraising and implementing planning. Increasing sustainable development factors, digital transformation into planning
"Previous planning did not have a digital transformation theme, but this time it is - that is the application of artificial intelligence AI in planning", the National Assembly Chairman emphasized.
The Chairman of the National Assembly also said that the planning involves many industries and fields, so the amendment and supplementation of the Planning Law must be considered in the correlation with other laws, such as the Land Law, the Law on Urban and Rural Planning, the Law on Electricity, the Law on Environmental Protection, the Geological Law of the Vietnam Sea ... to ensure synchronization.

In addition, planning must be transparent and synchronous, so it is necessary to regulate the public disclosure of planning information and collect public opinions, especially groups directly affected in planning. Establish an independent monitoring mechanism to ensure that planning is not adjusted arbitrarily for local benefits.
Citing evidence from some countries in the world, the National Assembly Chairman said that in their localities, there are planning tables, people can come to see them, ensuring publicity.
"planning here is a 10, 20, 30-year long-term plan. As for us, there are many times in the locality that this term is planned like that, and the next term has just been updated and supplemented with the plan. If we do not have transparency, publicity, and synchronization, the planning will continuously change. And if it is planned, it must be implemented," said the National Assembly Chairman.
Promoting decentralization and delegation of authority in state management of planning
Another content that National Assembly Chairman Tran Thanh Man emphasized during the discussion on the process of amending and supplementing the Planning Law was the decentralization of authority to decide or approve the adjustment of planning and planning implementation plans.
This includes decentralizing the authority of the National Assembly to the Government in determining areas that need to be planned for and deciding on national marine spatial planning and national land use planning.
Second is the decentralization of the authority of the Prime Minister to Ministers and Chairmen of People's Committees of provinces and cities to decide on the list of priority investment projects in the national sectoral planning implementation plan and provincial planning.
Third is the decentralization of the authority of the Prime Minister to Ministers and Chairmen of Provincial and Municipal People's Committees to approve and adjust the sectoral planning and provincial planning for the planning for the period 2021 - 2030.

The National Assembly Chairman suggested that delegates continue to pay attention to and give comments on the draft Law on Planning (amended).
