In the afternoon of July 8, the National Assembly Standing Committee gave opinions on the preparation for the First Extraordinary Session of the 16th National Assembly (thematic session on law-making in August 2026).
Speaking at the conclusion of the meeting, Politburo Member, National Assembly Chairman Tran Thanh Man said that the Session is expected to open on August 3 and close on August 24, in the form of direct meetings. The Session will be divided into 2 phases.
According to the National Assembly Chairwoman, the session will consider and decide on 27 contents. In which, it is expected to consider and pass 20 laws and legal normative resolutions.
Previously, Secretary General, Chairman of the National Assembly Office Le Quang Manh had a report on the preparation for the session. The session is expected to consider and pass many laws and legal normative resolutions.
These include the draft Law on Special Urban Areas, the Law on Dissemination and Education of Laws (amended), and the Law amending and supplementing a number of articles of the Law on State Compensation Liability.
Law amending and supplementing a number of articles of the Customs Law, Housing Law (amended), Real Estate Business Law (amended), Oil and Gas Law (amended), Law amending and supplementing a number of articles of the Investment Law (amended the list of conditional investment and business lines).
Law amending and supplementing a number of articles of the Law on the State Bank of Vietnam, Law on Anti-Money Laundering and Law on Credit Institutions, Law amending and supplementing a number of articles of the Architecture Law.
The Law amending and supplementing a number of articles of 10 laws related to administrative procedures, investment and business conditions in the field of agriculture and environment, the Law amending and supplementing a number of articles of 4 laws is the Law on Technology Transfer, the Law on Telecommunications, the Law on Electronic Transactions, and the Law on Radio Frequencies.
The Law on Mediation at the Grassroots level (amended), the Law amending and supplementing a number of articles of the Law on Vietnamese Workers going to work abroad under contract, the Law amending and supplementing a number of articles of the Publishing Law, and the Law on Prevention and Combat of Mass Destructive Weapons.
The session also gave initial opinions on 4 other draft laws including the Penal Code (amended), the Criminal Procedure Code (amended), the Land Law (amended), the Law on Consolidation of the State Budget and the Law on Public Investment.
Along with that, consider and decide on 3 contents belonging to important issues of the country, including the investment policy for the investment project to build Ring Road 5 - Hanoi Capital region, the adjustment of the investment policy for the investment project to build the Lao Cai - Hanoi - Hai Phong railway line and the establishment of Quang Ninh city.
The report also clearly states the plan to arrange general discussions of projects and drafts in the same field/submitting agency, appraisal agency or arrange early discussions of contents that have been commented on by the Government at the thematic session/National Assembly Standing Committee beforehand.
