Speaking at the Conference announcing the Master Plan of Hanoi Capital with a 100-year vision and investment promotion in 2026 held on the morning of June 29, Politburo Member, National Assembly Chairman Tran Thanh Man expressed his pleasure to attend the Conference announcing the Master Plan of Hanoi Capital with a 100-year vision and Investment Promotion in Hanoi in 2026.
According to the National Assembly Chairwoman, in the past time, Hanoi has implemented many key projects and large-scale technical infrastructure, promoting economic growth, improving the investment environment and enhancing the urban appearance; realizing the Capital's development strategy towards green, smart, modern and sustainable, meeting the requirements of rapid and sustainable development of Hanoi Capital and the country in the new period.
The event to announce the Master Plan of Hanoi Capital with a 100-year vision not only announces a plan, but also sends a message about the determination to act, clearly showing the political determination of the city in bringing the Resolution of the 14th Party Congress, the Resolution of the 18th City Party Congress into life. True to the direction of General Secretary, President To Lam: "Hanoi has said to do, do quickly, do right, do effectively, do it to the end".
In the past time, under the leadership of the Party, the drastic direction of the Government, the companionship of the National Assembly and the involvement of the entire political system, our country has been drastically implementing extensive and comprehensive reform programs, with a spirit of strong innovation in both thinking and national governance methods.
The strategic resolutions of the Politburo are key orientations to mobilize maximum resources at home and abroad, promote rapid and sustainable growth and improve national competitiveness.
In that spirit, the National Assembly has focused on completing the legal framework to create a transparent, favorable, stable and highly predictable business investment environment.
Many important laws, many specific mechanisms and policies have been promulgated, or amended in the direction of removing bottlenecks, releasing resources, strengthening decentralization and delegation of power associated with inspection and supervision, reducing compliance costs, creating the most favorable conditions for people and businesses to develop production and business.
The National Assembly is continuing to promptly and fully institutionalize the major policies of the Party into a synchronous, feasible, and modern legal system, ensuring that institutions truly become a strong driving force for development; creating an equal and transparent investment environment, protecting property rights, freedom of business, and legitimate rights and interests of investors in accordance with the Constitution and laws.
According to the National Assembly Chairwoman, Hanoi has a particularly important position and role in economy, culture, defense, security, and foreign affairs. The Capital is not only the national political and administrative center, but also a major center for culture, education, science and technology, innovation and international integration; it is an important growth pole of the Capital region, the Red River Delta region and the whole country.
The Capital Law takes effect from July 1, 2026, Hanoi is granted many special mechanisms on decentralization of management, mobilization of resources, infrastructure investment, urban development, science and technology, and investment attraction. This is a historic opportunity for the Capital to make a strong breakthrough and successfully implement the master plan with a 100-year vision.
The National Assembly Chairwoman emphasized: The Party, State, National Assembly, and Government highly appreciate the serious and methodical preparation of the City Party Committee, People's Council, and People's Committee of Hanoi City. The overall plan is built on the basis of the Capital Law and national planning, ensuring regional linkage, inheritance and high legal value, becoming an important component of national development strategy.
The capital's development according to modern, synchronous, and sustainable planning will create strong momentum for the entire Capital region and make increasingly greater contributions to the overall development of the country.
Planning is only truly valuable when it is effectively implemented.
To realize the development vision that has been established, the National Assembly Chairwoman emphasized a number of directional requirements for all levels, sectors and the business community as follows:
First, the Party Committee, government and people of Hanoi Capital need to deeply realize that: Planning only has real value when it is effectively organized and implemented. Hanoi needs to continue to promote the cultural tradition and position of the Capital, the national political and administrative center to quickly transform the orientations of planning into specific programs, projects and works; taking the effectiveness of implementation and improving people's lives as a measure of management capacity.
The city needs to focus on prioritizing strategic projects for transport infrastructure, digital transformation, innovation, green development and high-quality human resource development; effectively exploit the specific mechanisms and policies that the National Assembly has promulgated, and at the same time continue to strongly improve the investment and business environment, build a modern and professional administration, serving people and businesses.
Second, the National Assembly Chairwoman requested the Government, central ministries and relevant agencies to continue to closely coordinate with Hanoi in the process of implementing specific mechanisms and policies, promptly guide and remove bottlenecks in mechanisms and policies, and ensure unity in the organization of law enforcement.
All mechanisms and policies promulgated by the National Assembly must be implemented smoothly, effectively, and go into life. All assigned resources must be used for the right purposes, in accordance with the law for the development of the country and the happiness of the people.
Third, National Assembly Chairman Tran Thanh Man hoped that businesses and investors at home and abroad would continue to place their trust in Vietnam and Hanoi, with the spirit of long-term cooperation, responsible investment, respect for the law, linking the interests of businesses with national and ethnic interests and the sustainable development of the Capital.
Vietnam always considers the success of the business community as one of the important driving forces promoting growth and improving the competitiveness of the economy.
The National Assembly will accompany and listen to the reality from Hanoi to continue to improve the legal system towards stability, transparency, ease of implementation, and promptly remove difficulties and obstacles in the process of organization and implementation so that the Capital can develop strongly and firmly," said the National Assembly Chairwoman.
Chairman Tran Thanh Man emphasized that the National Assembly will continue to improve the quality of legislative work, supreme supervision and decision-making on important issues of the country. Strengthen supervision of the implementation of National Assembly resolutions, especially resolutions on decentralization and delegation of power, infrastructure development, innovation, digital transformation and private economic development.
Our country is facing a great opportunity to break through when the aspiration for development converges with the correct policies of the Party, the policies and laws of the State, the consensus of the whole society and the belief of the international community.
A stable political system, a strongly renewed economy, a constantly improved legal system, and a Capital with a 100-year development vision and a superior specific institutional framework are important foundations to move towards the goal of building Hanoi into a globally connected city, an innovation center, a financial center, and a commercial and service center with competitiveness in the region.
