This morning, August 3, the First Extraordinary Session of the 16th National Assembly officially opened in Hanoi.
Speaking at the opening, Politburo Member, National Assembly Chairman Tran Thanh Man said that with the central task of legislative work and deciding on important issues of the country that reality requires, the Session shows the political determination, proactive spirit, drastic and substantive action of the National Assembly, Government, and agencies in institutionalizing and immediately implementing the Party's guidelines.
At the same time, the National Assembly, the Government, ministries, branches, and localities are urgently implementing Conclusion No. 17 of the Politburo and legislative orientations for the 16th National Assembly term, ensuring the quality and progress requirements set out.
At this session, the National Assembly will consider and pass 15 laws and 4 legal normative resolutions, and give initial opinions on 7 draft laws to serve as a basis for agencies to complete and submit to the National Assembly for approval at the 2nd Session. Consider 7 issues under its authority, in order to meet the requirements of developing strategic transport infrastructure and the national urban system.
To complete the Session program, the National Assembly Chairwoman requested National Assembly deputies to carefully study documents, fully participate in sessions, actively discuss and debate, contribute many quality opinions, and contents that directly affect people and businesses.
In particular, with the determination to achieve the goal of creating 4 strategic shifts identified by the 3rd Central Conference, together with the Government and agencies, it is determined to improve the effectiveness of implementation in accordance with the direction of General Secretary and President To Lam.
It is proposed that the National Assembly's agencies and each National Assembly deputy continue to strongly innovate their thinking in law-making; policies and laws are promulgated to truly stick to reality; go ahead and pave the way for development; take the people and businesses as the center, and take the quality and effectiveness of the legal system as a measure of legislative activities" - National Assembly Chairman Tran Thanh Man emphasized.
At the same time, improve the legal basis to effectively handle urgent issues raised from practice, improve the investment and business environment; cut administrative procedures, reduce compliance costs; promote science, technology, innovation and digital transformation; unlock resources, form new growth drivers.
Improve the law to serve the effective operation of the 3-level government model; promote decentralization and delegation of power, along with ensuring resources and conditions for implementation.
Promote the role and responsibility of each agency and head in the process of building and promulgating policies and laws, especially the drafting agency and the appraisal agency.
Accordingly, each draft law and resolution must be prepared seriously and thoroughly right from the drafting stage, fully assessing the impact, mobilizing the intelligence of experts, scientists, the business community and those affected.
The head of the drafting agency must directly direct and handle major issues, difficult issues, and still have many different opinions and be responsible for the quality of projects, draft laws, and resolutions.
In particular, for important national projects, it is necessary to give specific and thorough opinions on feasibility, total investment, investment rate, capital structure, resources and capital recovery, compensation and resettlement plans, environmental impact assessment and socio-economic efficiency.
The National Assembly Chairwoman emphasized that, with the determination not to let institutions be a bottleneck for the rapid and sustainable development of the country, the 16th National Assembly term must be a term of institution building for development.
