Before the 2026 rainy and flood season, the Ministry of Construction requests affiliated units, local Departments of Construction and Project Management Boards to urgently review the traffic infrastructure system, construction works and drainage systems on key traffic routes and large urban areas to proactively prevent and combat natural disasters and ensure traffic safety.
Comprehensive review of transport infrastructure in all fields
According to the direction of the Ministry of Construction, the Vietnam Road Administration must direct road management units to continue to review the entire national highway system, bridges, tunnels, protection works, taluys, drainage systems and locations at risk of flooding, landslides, and flash floods to ensure safe traffic during the rainy and storm season.
At the same time, the Vietnam Road Administration proactively develops traffic organization plans, remote traffic diversion on key routes; prepares sufficient manpower, materials, and equipment to promptly overcome incidents, ensure smooth traffic, serve rescue and relief work and people's travel needs.
Regarding the railway sector, the Ministry of Construction requests the Vietnam Railways Authority to strengthen inspection and patrol of bridges, tunnels, roadbeds and areas at risk of landslides, flooding, and flash floods; proactively implement measures to ensure train safety.
Along with that, the railway industry must prepare sufficient means, materials, equipment and forces to quickly overcome the consequences of natural disasters and restore transport operations as soon as possible if incidents occur.
For the field of maritime and inland waterways, the Vietnam Maritime and Inland Waterway Administration is assigned to review anchorage areas, maritime works, waterway signal systems; guide ships and boats to avoid safely, and at the same time prepare forces and vehicles ready to participate in rescue when required, ensuring maritime and inland waterway operation safety.
In the aviation sector, the Civil Aviation Authority of Vietnam is required to strengthen inspection of airport infrastructure systems to ensure flight safety in unfavorable weather conditions; and proactively develop operating plans, respond to storms, thunderstorms and dangerous weather phenomena, and fully prepare forces, vehicles and equipment to handle arising situations.
Preventing and combating flooding, ensuring the safety of key projects
The Ministry of Construction assigned the Economic - Construction Investment Management Department to preside over and coordinate with relevant units to review and urge the implementation of safety assurance solutions for traffic infrastructure systems, construction works and drainage systems in major cities.
The goal is to promptly detect, handle or propose handling of unsafe risks, minimize flooding, affecting traffic and people's lives during the rainy and storm season.
This agency is also assigned to direct Project Management Boards, investors, and construction contractors to review construction projects, especially key traffic projects and projects at risk of being affected by floods, and fully implement measures to ensure safety for works, people and equipment.
In case of construction incidents, the Economic - Construction Investment Management Department must promptly direct handling and remediation; coordinate with relevant agencies to ensure traffic safety, construction safety and restore normal operation as soon as possible.
For Departments of Construction of provinces and cities, the Ministry of Construction requests to proactively inspect and review construction works, urban technical infrastructure works, drainage systems, areas at risk of flooding, landslides and works at risk of unsafety under management.
At the same time, closely coordinate with specialized management departments and related units to quickly overcome the consequences of natural disasters, ensure smooth traffic and project safety.
Project Management Boards under the Ministry are assigned to review all projects being implemented, especially traffic infrastructure works, key construction works and key locations at risk of landslides, flooding, flash floods or being affected by storms and floods to promptly handle unsafe risks.
For projects that are both under construction and exploitation, Project Management Boards must proactively implement solutions to ensure construction safety and traffic safety, minimizing the risk of incidents due to natural disasters; and coordinate with local authorities and relevant agencies to respond to and overcome incidents, and restore traffic as soon as possible if impacts occur.
