Mr. Vuong Quoc Tuan was born on October 3, 1977, hometown of Bac Ninh city, Bac Ninh province.

From May 2012 to May 2015, Mr. Tuan was Secretary of the Bac Ninh Provincial Youth Union.
From May 2015 to June 2020, he held the position of Secretary of the Bac Ninh City Party Committee.
Mr. Vuong Quoc Tuan is Vice Chairman and Permanent Vice Chairman of the People's Committee of Bac Ninh province from July 2020 to July 2024.

The newly established Bac Ninh province borders Hung Yen, Lang Son, Quang Ninh, Thai Nguyen provinces, Hai Phong city and Hanoi city.
