The Chairman of the City People's Committee requested heads of departments, boards, and branches to comprehensively review dossiers and requests for resolving work being carried out but not yet standardized or still generating "sub-licenses", processes, and documents outside regulations for administrative procedures under their management.
Based on the review results, units summarize, classify, and propose handling plans to competent authorities to complete and standardize the administrative procedure system, ensuring uniformity in implementation organization. At the same time, continue to cut compliance time and costs for people and businesses, and send the results to the City People's Committee Office before August 30, 2026 for synthesis and reporting.
Departments, agencies, branches and People's Committees of communes, wards, and special zones proactively review and standardize the process of resolving administrative procedures under their authority; promptly reflect and propose for procedures, dossiers, documents or management requirements that have not been regulated or are no longer appropriate in the process of implementation to summarize and propose.
Units promote digitization of dossiers, connect, share and effectively exploit data, strictly implement the principle of state agencies proactively exploiting and reusing existing information, not requiring people or businesses to provide or confirm information that state agencies have managed or can coordinate to verify themselves.
For the People's Committees of communes, wards, and special zones, the Chairman of the City People's Committee requested to continue to consolidate the organizational structure; proactively arrange, train, and foster a team of officials and civil servants directly handling administrative procedures, ensuring to meet the requirements of implementing assigned and decentralized tasks, contributing to resolving administrative procedures promptly, smoothly, and in accordance with regulations.
The Office of the City People's Committee (City Public Administration Service Center) together with agencies, units, and localities assigned to strengthen inspection and supervision of the performance of public duties; promptly rectify the situation of arising additional components of dossiers, documents, confirmation requests or processing procedures outside regulations, improving the quality of service for people and businesses in performing administrative procedures. The City Public Administration Service Center is responsible for regularly guiding, urging, monitoring, supervising, summarizing the results of implementation and advising the City People's Committee to direct the removal of difficulties and obstacles arising beyond its authority.
