At the conference, Head of the City Party Committee's Organization Committee Vu Duc Bao announced the decisions of the City Party Committee's Standing Committee on the establishment and termination of activities of Party organizations under the City Party Committee, and decisions on personnel work of agencies and units.
Accordingly, the activities of 3 Party Committees (Party Committee of the City People's Committee, Party Committee of the City People's Court, Party Committee of the City People's Procuracy) ended.

The Standing Committee of the City Party Committee has decided to establish two new Party Committees under the Hanoi City Party Committee, including: the Party Committee of the City Party agencies and the Party Committee of the Hanoi City People's Committee.
The Standing Committee of the Hanoi Party Committee appointed the Party Executive Committee of the Hanoi Party agencies consisting of 33 comrades and the Party Committee Standing Committee consisting of 11 comrades; assigned Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong as Secretary of the Party Executive Committee of the Hanoi Party agencies.
The Standing Committee of the Hanoi Party Committee appointed the Executive Committee of the Hanoi People's Committee Party Committee consisting of 33 comrades and the Standing Committee of the Party Committee consisting of 11 comrades. The Head of the City Party Committee's Organization Board announced the decision to establish the City Party Committee's Propaganda and Mass Mobilization Board on the basis of merging the City Party Committee's Propaganda and Mass Mobilization Board and assigning Standing Committee member Nguyen Doan Toan as head of the board.
At the conference, the Standing Committee of the City Party Committee also issued decisions stipulating the functions, tasks, powers, and organizational structure of the newly established agencies; appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretary of the Party Committee of the Hanoi City Party Agencies and the Hanoi City People's Committee Party Committee for the 2020-2025, 2025-2030 terms, and decisions to perfect the personnel work.
