The Ministry of Home Affairs has issued professional and technical training documents for commune-level cadres, civil servants and public employees in the field of state management of the Home Affairs sector.
The Ministry of Home Affairs said that Decree No. 129/2025/ND-CP includes: 8 chapters, 81 articles regulating the division of authority 161 tasks, authority related to removing district-level government.
Of which, 32 tasks and authorities were transferred from the district level to the provincial level; 60 tasks and authorities were transferred from the district level to the commune level.
Article 12 of the Decree clearly states that the authority to issue an injured certificate prescribed in Clause 5, Article 36 of Decree No. 131/2021/ND-CP shall be implemented as follows:
The person when injured is a district-level agency managed by the Chairman of the Provincial People's Committee.
The person who is injured is a commune-level agency and cases not specified in Clauses 1, 2, 3, 4, Article 36 of Decree No. 131/2021/ND-CP and Clause 1 of this Article are certified by the Chairman of the People's Committee at the commune level.
According to the Ministry of Home Affairs, the order and procedures are implemented according to Article 37 of Decree No. 131/2021/ND-CP.
Accordingly, the injured person specified in Clause 1, Article 23 of the Ordinance must have a summary of the medical record for wound treatment of a district hospital or district health center or equivalent or higher (including military hospitals, police) with one of the following documents:
In case of injury as prescribed in Point a, Clause 1, Article 23 of the Ordinance, there must be a certificate of injury issued by the agencies and units as prescribed in Clause 1, Article 17 of this Decree.
In case of injuries specified in Points d, e, g, i, k, Clause 1, Article 23 of the Ordinance, the documents according to the corresponding provisions in Clauses 2, 3, 4, 6, 7, Article 17 of this Decree must be available.
In case of injury specified in Point h, Clause 1, Article 23 of the Ordinance, there must be a decision to assign tasks by the competent authority, a record of the incident accompanied by a certified copy of one of the documents recording the time of performing national defense and security duties in areas with special difficulties as follows: personnel records; military records; party member records; social insurance records.
In case of injury in the resistance war against France, the resistance war against the US, the war on the northern border, the southwestern border and performing international service in Laos and Cambodia, Fulro sweeps as prescribed in one of the Clauses a, b, c, d, and d, Article 23 of the Ordinance, the instructions in Section 12, Chapter II of this Decree shall apply.
