Some regimes and policies for part-time workers in villages and residential groups are expected to be completed by the Ministry of Home Affairs in November 2025.

Reporting on the topic at the training conference for local government at both levels recently held, Director of the Department of Local Government (Ministry of Home Affairs) Phan Trung Tuan said that Conclusion 137 of the Politburo outlined the policy of extending the use of part-time workers at the commune level until before May 31, 2026. Thus, after the above time, this group will end its activities.

The Ministry of Home Affairs has issued Official Letter No. 12/CV-BCD on instructions on the arrangement and assignment of non-professional workers at the commune level in the process of implementing the 2-level local government model.

Regarding the regime and policies for this group, Mr. Tuan said that, based on the Law on Cadres and Civil Servants, the Government has issued Decree 170.

"The Decree stipulates that part-time workers at the commune level are the priority subjects for consideration of recruitment as civil servants. However, this group must meet the recruitment requirements when there are still job positions for commune-level civil servants" - Mr. Tuan shared.

In addition, Decree 33 has many regulations related to part-time workers at the commune level. In particular, the decree assigns the People's Councils of provinces and cities to issue resolutions regulating the number of titles, regimes, and policies for each non-professional cadre title at the commune level.

According to Mr. Tuan, the above resolutions will continue to be implemented until May 31, 2026.

Regarding villages and residential groups, according to the project submitted by the Government and the conclusion of competent authorities, in the immediate future, the villages and residential groups will be kept stable, not yet arranged or merged.

"In the future, the Ministry of Home Affairs will draft a decree on organizing village and residential group activities and a number of regimes and policies for part-time workers in villages and residential groups" - the Director of the Department of Local Government shared.

According to Decision 1589/QD-TTg on the plan to implement the Law on Organization of Local Government, the Ministry of Home Affairs is assigned to preside over and coordinate with the Ministry of Justice, the Government Office and relevant agencies and organizations to develop many legal documents.

In particular, the Ministry of Home Affairs will advise the Government to issue a Decree on the organization of activities of villages and residential groups and a number of regimes and policies for part-time workers in villages and residential groups, to be completed in November.
