The rearrangement and reorganization of villages and residential groups (TTDP) nationwide is being implemented with a democratic spirit and putting the consensus of the people first.
According to the 2026 TTDP arrangement plan, Cao Bang province will arrange 1,054 TTDPs to form 506 new TTDPs.
Cao Bang maintains 408 TTDP due to specific factors. Of which, 47 TTDP meet standards and 361 TTDP do not meet standards for household size.
After arrangement, the whole province still has 914 TTDP with 132,845 households. Including 850 villages in 53 communes with 110,097 households and 64 residential groups in 3 wards with 22,748 households.
According to the plan, after arrangement, 362 TTDPs meet the standards, accounting for 39.6%. Of which, 309 villages and 53 residential groups meet the standards. The number of TTDPs that do not meet the standards is 552 units, accounting for 60.39%.
The number of villages in border communes decreased from 563 to 343 villages. The number of villages bordering the border decreased from 114 to 85 villages.
At the same time, the number of non-specialized personnel in TTDP decreased by 1,174 people, equivalent to 30.13%.

In Ha Tinh, according to Decision No. 1508/QD-UBND, the whole province will reduce from 1,901 to 827 TTDP, equivalent to a reduction of 1,074 units (56.5%), marking the largest scale arrangement ever at the community level.
Along with reducing focal points, Ha Tinh is expected to sharply reduce the number of people operating at the grassroots level.
After arrangement, the number of non-specialized personnel at TTDP decreased from 4,106 to about 2,394 people. The number of people directly participating in grassroots activities decreased from 14,903 to about 6,592 people.
Excess cases will be resolved with regimes and policies according to current regulations.
In Thanh Hoa province, after arrangement, it is expected that the whole province will have 1,933 TTDP, a decrease of 2,418 TTDP, equivalent to a decrease of 55.6% of the number of TTDP compared to the present.
In which, it is agreed that 170 TTDPs that have met the standards do not need to be arranged and the plan to arrange TTDPs to establish 1,531 new TTDPs that have met the standards for household numbers according to regulations.
Unified 232 TTDPs that have not met the standards, including 55 TTDPs that have not been arranged and 177 new villages after arrangement.
Unify the plan to arrange 308 residential areas that meet 2 or more standards; 309 residential areas with a natural area of 1,000 ha or more.
In Hai Phong, the whole city currently has 3,086 TTDP, including 1,598 villages and 1,488 residential groups. Among them, up to 3,089 TTDP do not meet the standards for household size according to new regulations of the Government.
According to the summary plan from localities, it is expected that 2,524 TTDP will implement arrangements, contributing to streamlining the organizational structure at the grassroots level and significantly reducing the number of people operating in TTDP.
After completion, the whole city will have 1,723 TTDP (including 926 villages and 797 residential groups), a decrease of 1,363 units, equivalent to 44.2% compared to the present.
In Hanoi, the City People's Committee also issued Plan No. 222/KH-UBND on arranging, organizing; activities of TTDP; titles, quantities, regimes, and policies for non-specialized personnel.
The plan aims to ensure the correct, sufficient, and timely implementation of allowances, concurrent allowances, social insurance, health insurance and related regimes and policies for non-specialized personnel in TTDP according to regulations.
