The Government stipulates that the National Science and Technology Development Fund (S&T) has the function of sponsoring and ordering the implementation of S&T and innovation programs and tasks for scientific research and technology development.

The Fund's mission is to receive and manage financial resources: Receive, manage and use funds from the state budget according to the provisions of law; receive, manage and use non-state budget financial resources according to agreements with contributors (if any), regulations on sponsorship, ordering, support and according to the Fund's internal spending regulations.
The Fund performs tasks in accordance with its operating objectives and functions, supporting state management in S&T and innovation activities; implementing reporting and accounting regimes in accordance with the law; complying with inspection, examination, and audit of competent state management agencies in accordance with the law; managing the organizational structure, human resources, finance, and assets of the Fund in accordance with the law.
The Fund has the task of resolving complaints, denunciations, and recommendations related to the Fund's activities in accordance with the law; comprehensive digital transformation of the operation and management of S&T and innovation activities sponsored, ordered, and supported by the Fund, ensuring transparency and timeliness; management, operation and exploitation of digital platforms supporting S&T and innovation activities.
The Decree stipulates the powers of the Fund as the agency managing tasks to organize the implementation of sponsorship, ordering, and support activities in accordance with the Fund's operating objectives and functions, and approved budget plans in accordance with legal regulations on the management of programs, tasks, and support for national S&T capacity building activities.
Inspect, supervise, and evaluate the effectiveness and impact of the implementation and use of funds for S&T tasks and national S&T capacity building activities; suspend or submit to competent authorities to suspend sponsorship, ordering, supporting, allocating funds or recovering funds that have been sponsored, ordered, supported, and allocated when organizations and individuals are found to violate the Fund's regulations and relevant legal regulations.
Applying digital technology and artificial intelligence in the management, administration and organization of S&T and innovation activities sponsored, ordered, and supported by the Fund.
