More than 3 months after announcing the decision to debate, on the afternoon of October 30, the Government Inspectorate announced the conclusion of the inspection of compliance with legal regulations in the management of the implementation of the investment project to build the Ministry of Foreign Affairs headquarters (located on Le Quang Dao Street, Hanoi City).
The announcement ceremony was chaired by Mr. Nguyen Manh Cuong - Director of the Department of Inspection and settlement of complaints and denunciations in the fields of culture, sports and tourism, diplomacy (Department XI), Government Inspectorate.
At the announcement ceremony, Mr. Tran Kim Hau - Deputy Director of Department XI announced Inspection Conclusion No. 395/2025 on the project to build the Ministry of Foreign Affairs' working headquarters. The conclusion pointed out a series of violations in this project.
From the inspection conclusion, the Government Inspectorate informed that it had transferred information, records, and documents of the case with signs of violating regulations on bidding causing serious consequences as prescribed in Article 222, violating regulations on investment in construction of works causing serious consequences as prescribed in Article 224, violating the management and use of state assets causing waste and loss according to Article 219 of the 2015 Penal Code to the Ministry of Public Security for consideration and handling according to its authority.
The inspection conclusion was also transferred by the Government Inspectorate to the Central Inspection Committee for consideration and handling of related officials in accordance with its authority.

Previously, on July 25, in Hanoi, Deputy Inspector General of the Government Le Sy Bay chaired the announcement of the decision to inspect projects with difficulties and problems at the Ministry of Foreign Affairs.
Accordingly, the Inspection Team consists of 15 members led by Mr. Tran Kim Hau - Deputy Director of Department XI. The inspection period is from project implementation to July 1, 2025.
At the time of announcing the inspection decision, Deputy Minister of Foreign Affairs Nguyen Minh Hang said that the leaders of the Ministry of Foreign Affairs attached great importance to and had given close direction to the Project to build the Ministry of Foreign Affairs headquarters.
Accordingly, the Ministry of Foreign Affairs has established a Steering Committee of the Ministry to consider promoting and resolving issues related to the difficulties and problems of the project.
The Ministry of Foreign Affairs prioritizes the coordination with the Inspection Team, strictly complying with the reporting information regime to ensure the completion of general tasks according to the direction of the Prime Minister assigning tasks to the Government Inspectorate and the Ministry of Foreign Affairs.
