On October 27, Working Group No. 2 of the Government Inspectorate, headed by Mr. Vu Xuan Thanh, Deputy Director of Department II, worked with the Provincial People's Committee on handling complex complaints and denunciations.
The Provincial People's Committee said that in the first 9 months of the year, administrative agencies received 5,136 visits with 5,683 citizens, an increase of 17.3% over the same period in 2024. The whole province received 8,363 complaints, denunciations, recommendations, reflections, and land disputes, an increase of 7.3%; of which 7,613 petitions were eligible for handling. The number of complaints and denunciations arising is 217, down 27.6%.

The province reviewed 5 cases according to the 96/KH-TTCP Plan. Up to now, 4 out of 5 cases have been inspected, handled, issued a decision to resolve for the second time or issued a document to terminate the settlement. One case has resolved the complaint, people have also proposed to add it, expected to end in November 2025. The province also widely reviewed the backlog of cases; there are currently no more cases on the list of complicated security and order issues.
The Provincial People's Committee raised difficulties: legal regulations on land, compensation, and resettlement are still overlapping; the difference between State and market land prices; the workload at the commune level has increased after implementing the 2-level local government model while there is a lack of specialized positions to receive people; there are not strong enough sanctions for false complaints and denunciations; it is necessary to speed up digitalization and unify petition management software.
The province requested the Government Inspectorate to guide the procedures for terminating the case and handling it in accordance with regulations, limiting the transfer of duplicate petitions, clearly stipulating the staffing and regime for civil servants receiving citizens, and promptly putting into use the national database on complaints and denunciations.
Speaking at the meeting, Standing Vice Chairman of Nghe An Provincial People's Committee Bui Thanh An affirmed that the province considers the work of receiving people and handling complaints and denunciations as a key political task to maintain stability, security and order, and support socio-economic development. Representing the Working Group, Mr. Vu Xuan Thanh requested the Provincial People's Committee to complete the report on the settlement process to submit to competent authorities to remove the cases from the list of complicated, prolonged, and beyond the level.
