On the morning of May 16, the National Assembly discussed in the hall the draft Resolution of the National Assembly on mechanisms and policies for private economic development.
Delegate Tran Hoang Ngan (HCMC Delegation) said that the draft has promptly institutionalized the Party's guidelines and Resolution 68 of the Politburo on private economic development so that the country can enter a period of accelerated development. Currently, the private sector accounts for 51% of GDP, 33% of total budget revenue and 55% of total social investment capital.
The delegate suggested clarifying the concept of innovative startups. Regarding improving the business environment, the delegate emphasized the goal of having 2 million private enterprises by 2030. To achieve such a goal, there must be a special solution because each year on average, only 30-40 thousand businesses can be increased.
In order to increase to 2 million enterprises in 5 years, there must be a support policy for individual business households to switch to the enterprise type to achieve the target. At the same time, the state must also improve and expand larger-scale enterprises.
Similarly, one thing that entrepreneurs are very interested in is clearly defining the responsibility of legal entities for personal responsibility, criminal responsibility for administration, civil responsibility for administration.
The delegate suggested that the Government review all relevant appendices such as the Criminal Procedure Code, the Penal Code, the Government's Decrees... to institutionalize these contents for businesses.
Regarding support for access to land and production and business premises, the delegate agreed with the provisions in the draft. The delegate only suggested adding the content that localities with land, potential and strengths need to create mechanisms to establish and expand industrial parks for private enterprises, small and medium-sized enterprises with support prices.
"This is very important because the goal of our country is to become a developed country with high income but must be economically independent and self-sufficient. To do so, the private economic sector must grow strongly, there must be a support mechanism for finance, credit, and land," the delegate said and emphasized the need for provisions to encourage localities to create clean land for the private sector.
Regarding interest rate support policies, the delegate said that they must be clearly regulated because in the past, many policies were mentioned but could not be resolved. It is necessary to clarify where the support mechanism from the budget is so that commercial banks can disburse to businesses.

Delegate Tran Van Tuan (Bac Giang Delegation) said that the draft has stipulated 8 specific groups of principles related to legal regulations on civil, criminal, civil proceedings, and handling of administrative violations.
Including specific regulations with very new views on handling violations and resolving cases to both ensure strict handling and demonstrate humanity, transparency, fairness, minimizing negative impacts on business operations.
To ensure consistency, the delegate also proposed timely amendments to relevant laws, including many laws considered at the 9th Session.
Regarding land support, the delegate suggested having appropriate support policies for enterprises investing in infrastructure business of industrial parks and industrial clusters, ensuring the harmony of interests between enterprises.
