As the first central agency to issue the KPIs framework, the Central Policy and Strategy Committee considers this an important milestone to improve quality and efficiency of work.
Regulating the Central Policy and Strategy Committee's KPIs include the February for individuals' work performance assessment applicable to the assessment of cadres, civil servants, and public employees and the February for unit work performance assessment applicable to the assessment of departments and units under the Committee.
On this basis, the departments and units of the Committee will base on the functions, tasks, and job positions of cadres, civil servants, and public employees at the unit to issue and apply the set of criteria for assessing personal work performance applicable to the assessment of cadres, civil servants, and public employees at the unit; in which the weight of each group of criteria is clearly defined; specific criteria are consistent with the job position description of cadres, civil servants, and public employees; assessment scale for each criterion. The KPIs framework also takes into account performance evaluation criteria in the specific KPIs group of the unit.
The goal of the Board's KPIs framework is to establish a basis for objective and qualitative measurement of the performance results of tasks of each individual and unit; enhance sense of responsibility; promote improvement of labor productivity and optimize work processes; Ensure the connection between the work plans and goals of cadres and civil servants with the general plans and goals of the agency and unit.
Not only that, the KPIs framework also aims to build a basis for assessing the capacity and level of work completion in a transparent and accurate manner; encourage cadres and civil servants to proactively promote strengths and limitations, overcome weaknesses in the process of performing tasks; enhance transparency and accountability of cadres, civil servants and the unit for the results of implementing work plans and assigned tasks.

Speaking at the event, Comrade Tran Luu Quang, Secretary of the Party Central Committee, Head of the Central Policy and Strategy Committee, clearly stated his deep awareness of the Committee's pioneering role and responsibility in advising the Party on strategic orientations and policies of great and important stature. With that requirement, innovating management methods, improving work efficiency, and building a truly elite team of cadres, civil servants, and public employees "both rosy and specialized" is an urgent requirement, of survival nature. To do this, it is necessary to arouse and maximize the intelligence, potential, and dedication of each cadre, civil servant, and public employee; it is necessary to gather all resources and activities into the strategic political tasks of the Committee.
The Head of the Committee emphasized the importance of the Party's major orientations on personnel work and building a modern, professional, effective and efficient civil service, strongly institutionalized in the Law on Cadres and Civil Servants (amended) recently passed by the National Assembly.
One of the key breakthroughs of the Law is the innovation of civil servant assessment. Accordingly, the assessment will be carried out regularly, continuously, in many dimensions, and quantitized to the maximum through specific indicators on progress, quality, and work efficiency. According to the roadmap, this regulation will be applied from January 1, 2026.
