According to the Secretary of the City Party Committee, the city's land database is currently slow to be completed, while about 70% of administrative procedures are related to the land sector. The rate of activating level 2 VNeID accounts of people has only reached about 47%, affecting the deployment of many online public services in essential fields such as health and education.
However, the Secretary of the City Party Committee acknowledged the great efforts of the grassroots cadre team when the rate of timely administrative procedure resolution reached over 98%, and the level of people's satisfaction exceeded 96%.

Besides the achieved results, the Secretary of the City Party Committee said that the quality of the contingent of cadres between localities is still uneven; some places still lack experience and professional skills in specialized fields.
Regarding digital transformation and artificial intelligence application, the Secretary of the City Party Committee said that the city has not yet met the set requirements. Many difficulties in data interconnection, specialized software and shared databases need to be reviewed and handled according to local authority instead of just focusing on proposing to the Central Government.
The Secretary of the City Party Committee emphasized that after the initial stage of stabilizing the organizational structure, the current key task is to continue to improve the effectiveness and efficiency of the operation of the local government at 2 levels. The city still has much room for development through promoting digital transformation, completing the database, applying artificial intelligence and continuing to consolidate the contingent of officials in a professional direction, meeting the development requirements in the new stage.
He also requested strong innovation in personnel work in the direction of assessing the actual capacity and effectiveness of work; strengthening training and fostering, and at the same time encouraging the spirit of self-study and self-improvement of the contingent of cadres and civil servants.
In addition, departments and branches need to continue to review and advise on perfecting the decentralization and delegation of power mechanisms in financial management and public assets; urgently develop plans to handle and effectively exploit public assets, avoiding waste of resources.
