On December 20, according to the Government's Electronic Information Portal, the Ministry of Home Affairs has just issued instructions to provinces and centrally run cities on a number of organizational and activities of villages and residential groups.
According to this guidance, the Ministry of Home Affairs requests the People's Committees of provinces and cities to base on Conclusion No. 163-KL/TW, Conclusion No. 186-KL/TW and Conclusion No. 210-KL/TW of the Politburo and the Secretariat, in the immediate future, keep the villages and residential groups at commune-level administrative units.
This requirement is to ensure stability of the grassroots political system and serve the preparation for the election of 16th National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term and based on the opinions of some localities.
The maintenance of villages and residential groups in commune-level administrative units will be carried out until there are regulations from the Government on the arrangement of villages and residential groups according to the Conclusion of the Politburo and the Secretariat.
Also according to the guidance of the Ministry of Home Affairs, based on the practical conditions of the locality, the personnel situation and the end of the term of the Village Chief, Residential Group Chief, People's Committees of provinces and cities direct the Chairmen of Commune, Ward and Special Zone People's Committees to complete the positions of Village Chief and Residential Group Chief according to current regulations.
In case necessary to serve the election or to ensure stability and continuity in the organization and operation of the village or residential group, the People's Committee of the province or city shall consider and decide on the extension of the term of the Village Chief, Head of the Residential Group in the province or city or direct the Chairman of the People's Committee at the commune, ward or special zone level to consider and decide to appoint a temporary Village Chief, Head of the Residential Group to ensure the maintenance of operations.
The extension period or the temporary term of appointment of Village Heads and Heads of Residential Groups shall be implemented until there are regulations of the Government on the arrangement of villages and residential groups according to the Conclusion of the Politburo and the Secretariat.
In Conclusion No. 210 dated November 12, 2025, the Central Executive Committee proposed many tasks and solutions to continue building and perfecting the organization of the political system in the coming time.
One of the key tasks is to focus on directing and implementing the arrangement of public service units, 2 academies of social sciences and technology, schools, educational institutions, medical facilities, state-owned enterprises in accordance with the Central's orientation, in accordance with each industry, field and locality;

Arrange villages and residential groups in communes, wards and part-time workers in villages and residential groups in accordance with the requirements of the new situation.
Regarding the arrangement of villages and residential groups in communes and wards, at the 10th Session of the 15th National Assembly, which has just ended, the leader of the Ministry of Home Affairs said that the ministry is preparing for a plan to review and arrange villages, hamlets and residential groups nationwide, expected to be implemented in May 2026.
