The Ministry of Home Affairs raised cases where it is necessary to consider extending the term of village heads and heads of residential groups.

The Ministry of Home Affairs has just issued an official dispatch to the People's Committees of provinces and centrally run cities, requesting localities to immediately implement solutions to stabilize administrative organization at the grassroots level, especially in the context of preparing for the election of 16th National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term.

The document clearly stated that the key goal is to ensure stability of the political system at the grassroots level, which is the foundation for the successful implementation of the upcoming election. To achieve this goal, the Ministry of Home Affairs recommends that localities seriously implement the direction on organizing villages and residential groups in the spirit of Conclusion No. 186-KL/TW and Conclusion No. 210-KL/TW of the Politburo and the Secretariat.

Accordingly, the most important direction is to temporarily keep the villages and residential groups in the localities as prescribed.

The Ministry of Home Affairs affirms that all work of rearranging and reorganizing villages and residential groups in the spirit of the Central Conclusions will only be carried out after the Government issues an official decision on the arrangement.

Based on actual local conditions, personnel situation and the end of the current term of the village chief, head of the residential group, People's Committee of provinces and cities are responsible for directing the chairman of the People's Committee of communes and wards to complete these positions according to current regulations.

In necessary cases, especially to serve the upcoming election or to ensure stability and continuity in the organization and operation of villages and residential groups, the People's Committees of provinces and cities are allowed to consider and decide on the extension of the term of these positions in the area.

The extension period must be implemented until there is a Government Decision on the arrangement and reorganization of villages and residential groups in the spirit of the Conclusion of the Politburo and the Secretariat.

During the implementation process, if any difficulties or problems arise, localities need to promptly report to the Ministry of Home Affairs for synthesis, report to competent authorities for consideration and decision, ensuring the organization and operation at the grassroots level go smoothly, best serving the preparation for the new term election.
