The Conclusion clearly states the requirements related to the arrangement of the apparatus; management of cadres, civil servants, and public employees.
In particular, urgently complete the rearrangement of focal points within the Fatherland Front, socio-political organizations, mass organizations at all levels assigned by the Party and the State, arrange press agencies, magazines, public service units under socio-political organizations (central and provincial levels) according to the conclusions of the Central Committee, ensure synchronization, smoothness, streamlining, effectiveness, efficiency, people's closeness, closeness to the people, closeness to the grassroots and establish a corresponding and appropriate party organization of each socio-political organization.
Arrange villages and residential groups in communes, wards and part-time workers in villages and residential groups in accordance with the requirements of the new situation.
