On November 26, the National Assembly listened to Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, present a summary report on the execution of judgments in 2024.
Regarding civil enforcement, the Minister of Justice said that the total number of cases to be enforced is 1,023,131, of which 741,240 cases are eligible for enforcement. 621,568 cases have been enforced (an increase of 45,901 cases compared to 2023), reaching a rate of 83.86%;
The total amount to be enforced is over 500 trillion VND, with conditions for enforcement of over 228 trillion VND. Over 117 trillion VND has been enforced (an increase of over 27 trillion VND compared to 2023), reaching a rate of 51.46%;
Completed 6,252 cases, collected more than 30 trillion VND for credit institutions; Completed 9,211 cases, collected more than 22 trillion VND for amounts misappropriated in criminal cases on economics and corruption;
Received 7,359 citizens; received 12,486 complaints, denunciations, reflections, and recommendations. Resolved 2,398 cases under authority, reaching a rate of 96.65%;
The organization and apparatus of civil judgment enforcement agencies continue to be improved; inspection, examination, and anti-corruption work are resolutely implemented; the application of information technology, digital transformation, and administrative reform continue to receive attention.
However, according to the Minister of Justice, the handling of evidence and assets for enforcement in some cases is still slow; some corruption and economic enforcement cases have a large number of parties, many assets to be handled, in many different localities, while the human resources to implement are insufficient, leading to overload; the number of complaints, denunciations and recommendations on civil enforcement is still high.
Regarding the execution of criminal sentences, Minister Nguyen Hai Ninh said that as of September 30, 2024, there were 206,090 people with prison sentences.
Prisons, temporary detention camps, and temporary detention houses (TG, TTG, NTG) have received, classified, and managed 88,680 prisoners serving their sentences; examined and dispensed medicine to over 5 million prisoners; treated over 23,000 prisoners at the TG infirmary; and transferred 3,613 prisoners to hospitals for examination and treatment.
Total number of people serving criminal sentences in the community: 72,964 people.
Received, classified, processed, and resolved 24 complaints, denunciations, reflections, and recommendations related to the execution of prison sentences; of which: 11 complaints under the authority were resolved in accordance with regulations.
The Minister of Justice also pointed out some limitations such as the management of detention of prisoners in some prisons, detention centers, and death penalty execution centers still has loopholes leading to prisoners escaping and violating detention facility regulations; the management of detention and execution of death sentences has not received proper investment.
Coordination with agencies, departments, branches, and socio-political organizations in reform education, career guidance, vocational training, and community reintegration for women in some units is not very effective.
Some officers and soldiers who violate working procedures and regulations must be disciplined and criminally prosecuted.
